Mr. Nelson arrived at approximately 9:00 P.M. and he presented another <br />plat for the Whispering Pines Development he is seeking to build. <br />Mr. Karthread a letter from the City Engineer on the new plat in which the <br />Engineer advised that the plan must be approved by the Rice Creek Watershed <br />District for street and drainage. Otherwise he could foresee no problems <br />with the new proposal for Whispering Pines. <br />Mr. Nelson stated that he was having trouble with financing and getting <br />it approved for FHA and VA loans as originally presented. He also said <br />that the original cost estimates concerning materials and streets would have <br />to adjusted upwards to keep up with rising costs of all materials and labor. <br />Mr Nelson pointed out that the Metro Council would not approve the original <br />plan because the lots were too small. According to the guidelines set <br />forth the Metro Council for reserve sewer capacity the individual lots <br />would have to have a minimum of 1 acre and they would prefer 2f acres per <br />lot. <br />Mr. Nelson said most of the lots In his revies plan were 2 acres and that <br />only a few would be 1 acre. He stated that he would advise buyers to build <br />on f of their lots in the event that sewers would eventually be put in this <br />area. <br />`e changed the through street to a 900' Cul -de -Sac but stated that it would <br />!:e a temporary measure only. <br />';here was a discussion on snow removal on the turn -around but it presented no <br />problems as there appears to be an adequate area allowed for this process. <br />Nr. Nelson was remined by the Board that the requirements for a turn- <br />around are 60' radius, 120' across and 100' from the curb. It appears that <br />his new plat meets these requirements with no problems. <br />Mr. Starr said he did not think that there would be any problems with the new <br />plat and advised the Board to consult with the City Engineer and the Planner <br />should any problems arise. <br />Mr. Karth moved to deal with the engineer and planner to give opinions in the <br />event of problems. Mr. Hill seconded the matter. Motion carried. <br />Mr. Starr then brought up the matter stating that he bad been to a meeting <br />et Ham Lake this past week and that the Metro Sewer Board had presented <br />41 "Urban Service District" plan that includes the southern boundary of <br />LT.to Lakes. its purpose is to control the growth In the district because <br />tv%y do not want to begin use of the reserve sewer capacity until 1980. <br />There was also the question of water pollution because of disposal of sewage <br />ena the nitrates that get into the system as a result. The sandy soils in <br />area present probjems with the water table and the level of contamanation <br />by' the nitrates. <br />
