Staff has responded to comments received at first reading and has <br /> 95 added a conditional use requirement for Level C and added some maximum limits to the number of <br /> 96 employees/customers/trips. Staff and the Planning and Zoning Board are recommending approval of <br /> 97 this ordinance. <br /> 98 <br /> 99 Council Member O'Donnell moved to waive full reading of the ordinance. The first would remove the requirement for a conditional use <br /> 130 permit for outdoor dining areas at restaurants. This is not necessary because the required <br /> 131 administrative review will serve the same purpose without the redundancy of the conditional use <br /> 132 process. This is considered a business friendly change. The second change addresses outdoor seating <br /> 133 requirements for businesses that are not restaurants, such as coffee shops or convenience stores.
