April 17, 1974 <br />The regular meeting of the Planning and Zoning Board was called to order by <br />Chairman Karth at 8:00 p.m. on April 17, 1974. Members present; Shearen, Hill, <br />Kelling, Nadeau, L'Allier. Absent; Rothbauer. Mr. Marier was also present. <br />Mr. Kelling moved to approve the minutes of the Special Meeting of March 13, <br />1974 as presented. Seconded by Mr. L'Allier. Notion carried. <br />Mr. Shearen moved to approve the minutes of March 20, 1974 as presented. Seconded <br />by Mr. Hill. Motion carried. <br />Mr. Wayne Herr's proposed plat was discussed. Fir. Starr's and Mr. Gotwald's <br />recommendations were read and discussed. <br />Mr. Starr had recommended a possible site for a Park within the plat. Mr. Herr <br />said he was aware of this requirement and was perfectly willing to give the land. <br />If the Board so desired, he would also be willing to give the equivalent in cash. <br />There was the general thought that with the Hall Park property so near, that the <br />recommendation to accept cash would be more desirable. Mr. Herr said he was <br />completely flexiable. <br />Mr. Gotwald had marked the map for drainage along Rondeau Lake Road and had <br />suggested catch basins. He had also marked the street for the change in grade on <br />some portions. <br />Mr. L'Allier questioned the use of metes and bounds for conveyance of title on <br />these parcel of lands. Mr. Herr said the cost of survey to find the NorthEast <br />corner is prohibitive. If he has to go to the expense of this survey, then he will <br />redesign the layout making smaller lots. <br />Mr. L'Allier felt that this should be surveyed properly in order to avoid future <br />boundary problems. <br />Mr. Nadeau felt that he would rather see smaller lots in the area and have the <br />land surveyed properly. <br />Mr. L'Allier said this decision should be left to the Engineer. He moved to <br />recommend to the Council that the land be surveyed and platted. Seconded by Mr. <br />Nadeau. <br />There was discussion that this motion does not cover the situation in its entirety. <br />Mr. L'Allier withdrew his motion. <br />Mr. L'Allier moved to recommend to the Council that the plat be accepted with the <br />following provisions; Mr. Herr conform to Planner's and Engineer's recommendations <br />as to specifications for street grades, the Planning and Zoning would also recomm- <br />end that the North East corner be found by a proper survey and the land be record- <br />ed as a plat and the descriptions be by lot and block and not by metes and bounds. <br />Seconded by Mr. Nadeau. :lotion carried with Mr. Shearen voting, No. He did not <br />want to see the size of the lots reduced. <br />
