(3) April 17, 1974 <br />Mr. Bill Meyer was here to discuss the connection of water and sewer to the <br />town houses in Lakes Addition # 2. <br />Mr. Gotwald recommendations were read. He suggested that a bond would need to be <br />posted for the restoration of the street that would have to be excavated in the <br />process of installing these lines. Mr. Meyer agreed to this. The access to these <br />Properties was discussed, Mr. Marier felt that the access to this property should <br />be a public street. Mr. Meyer said he didn't feel this was the intent at this <br />time. He felt that a private driveway had been planned. He will contact Mr. <br />Gotwald on this. <br />The Variances for the transfer of the property at Lino Park was discussed. This <br />is necessary to realign the North line of the Park. The legals are in order. Mr. <br />L'Allier moved to recommend approval of these variances. Seconded by Mr. Shearen. <br />Motion carried. <br />There was discussion on the sign permit applications. Some have been returned <br />and paid, some have not. fir. L'Allier moved to recommend approval of the ones <br />that have been returned. Seconded by Mr. Kelling. Motion carried. <br />Mr. Amundsen asked the Board if the 1973 State Building Code had been adopted <br />by the City. He was told that both the Building Code and the Plumbing Code had <br />been adopted. <br />Mr. Amundsen felt that if the Building Code had been adopted in its entirety, <br />then the City is in violation of Chapter 3 dealing with permit fees. The fees <br />set by the State are much higher than the ones now charged by the City. Mr. Marier <br />will discuss this at the Council meeting on Mcnday, April 22, 1974. Mr. Amundsen <br />will attend this meeting. <br />Mr. Amundsen also brought up the subject of a minimum fee. He felt that on <br />additions where the fee under the present system of computation is $5.00Jbr less, <br />that he is losing money on the time involved inspecting these structures. He <br />suggested a minimum fee of $10.00. There was general discussion on the need for <br />this. <br />rir. Amundsen was asked what sort of a report does he make in connection with the <br />inspection of buildings. <br />Mr. Marier said there is supposed to be a quarterly report from both the building <br />inspector and the plumbing inspector. <br />Mr. Amundsen explained that he has a file with a copy of the blueprint with his <br />notes on this blueprint. He did not know of a report. <br />Mr. Hill felt that some record should be kept of the inspections - when they were <br />made and Mr. Amundsen's observations. I -Ie felt that the inspections of the footings <br />was the most important one. <br />Mr. Nadeau suggested some sort of a printed form that Mr. Amundsen could fill out <br />as he inspects. This should be sent along with the permit. <br />Mr. Kelling moved to adjourn at 10:20 p.m. Seconded by Mr. Shearen. Ave. <br />
