(4) March 13, 1974 <br />Mr. Starr explained this was there partly because of the soils in that area and <br />because there are some business that want locations along the Interstates for <br />exposure purposes. The plan had tried to keep the commercial lands in areas that <br />gave good accessibility to the Interstates. This area also provides a buffer zone <br />between the Interstate and the residential areas to the North. <br />Mr. Hill questioned the Park area located on Reshanau Lake. Has this been worked <br />out or is it just a proposal? <br />Mr. Marier said at the present time this is a proposal, The details have not been <br />worked out but he felt that this would present no problems. <br />Mary Severs from Washington County and two companions were in the audience. Mr. <br />Marier asked if they had any questions. <br />Mary Severs said, No, they had attended this meeting to see what respose the City <br />,uld have from the citizens. They are in the process of compiling the information <br />for a comprehensive land use plan of their own. <br />Mr. Bohjanen wanted to make the point that if any rezoning is done, it must be <br />,Ine at the owner's request and that is the only way lands' will be rezoned. <br />sir. Locher agreed with this statement and any area less that five (5) acres requires <br />a mailing to all persons within three hundred fifty feet (350) of the property <br />lines. <br />Mr. McLean said a part of the comprehensive land use plan is the requirement of a <br />yearly review. So any part of this Alan that was felt should be changed or altered <br />could be done at the yearly review. <br />Mr. L'Allier wanted the question on the zoning clear in his mind. Nis understand- <br />ing was that this is just a plan and has nothing to do with zoning. <br />Mr. Marier said, Yet, the comprehensive land use plan is to be used as a guide <br />only for future development of the City. Any lands to be rezoned will be done only <br />at the request of the land owner. <br />Mr. Locher said the zoning map worked out by the Planning and Zoning Board had not <br />been adopted and the City is operating under Ordinance #6 with amendments. <br />Marier said that the Planning and Zoning Board has the authority to accept or <br />reject this plan. He turned the meeting over to the Chairman of the Planning and <br />Zoning Board, Mr. Karth. <br />Mr. Karth asked for a motion to accept the comprehensive land use plan. <br />%I. Shearen moved to recommed to the City Council acceptance of the Comprehensive <br />Land Use Plan as presented. Seconded by Mr. L'Allier. Motion carried unanamiously. <br />Mayor Bohjanen thanked the Planning and zoning Board for the work put into this <br />project. It is a good plan. <br />
