Comprehensive Plan Review - Community Development Director Grochala <br /> 16 reviewed the history that has brought the council to this point in the comprehensive plan <br /> 17 update process. The council passed a resolution in 2009 giving preliminary approval to <br /> 18 the 2030 Comprehensive Plan and authorized it's submittal to the Metropolitan Council. <br /> 19 Several amendments, including dropping household forecast figures, were included in <br /> 20 that approval. The Metropolitan Council approved it in December of 2009 and the Plan <br /> 21 is currently back at the city level for final approval. If any changes are made,the Plan <br /> 22 will have to go back to the Metropolitan Council for either administrative or full <br /> 23 review/approval. Text changes would be easier for review than something like land use <br /> 24 changes. <br /> 25 <br /> 26 The purpose of a Plan is a long-range vision for the community and should be used as a <br /> 27 guide for city council decisions and the regulations of the city. The four resources <br /> 28 monitored by metropolitan government are water,transportation, parks& open space and <br /> 29 aviation. Cities are required to review and update their plans every ten years and submit <br /> 30 such to the Metro Council. The Plan submitted is required to include a land use plan <br /> 31 element(including surface water use),provide requirements for protecting solar, storage <br /> 32 sites and aggregate deposits and as well it needs to include a housing element, a public <br /> 33 facilities element, and implementation program. Optional is urbanization of <br /> 34 redevelopment areas (staging areas). The Metropolitan Council sees Lino Lakes as a <br /> 35 development community and certain requirements are attached to that designation. A <br /> 36 community wide transportation system is also required. A natural resource element is <br /> 37 required. Accommodation of life cycle and affordable housing is required for <br /> 38 development communities (and he noted state law). There was a community involvement <br /> 39 and advisory board element to development of the Plan, with many community meetings <br /> 40 over a two year period. Public hearings were held by the Planning& Zoning Board. The <br /> 41 city has met all the state requirements and included them in the Plan. <br /> 42 <br /> 43 Mr. Grochala reviewed each chapter in the Plan, including an explanation of the five-year <br /> 44 staging plan that has been built in at the council's request. <br /> 1 <br />
