SPECIAL CITY COUNCIL WORK SESSION June 14,2010
APPROVED
The council decided that they intend to review the Plan and then discuss and decide upon
changes before the Plan is considered for final approval. It was verified that the new
members of the council have received both the draft Plan and the Plan preliminarily
approved by the council. The council intends to spend time on the review and the first
step appears to be identifying the issues. A member noted that his concerns have been in
the area of pace, quality and density. Director Grochala noted that areas that will be key
in addressing those concerns are performance standards and the changes in the zoning
code that lay ahead. Director Grochala reminded the council that the numbers are
forecasts and they will change and also that there is state law that regulates affordable
housing but he feels the city can work within a growth management policy to get where
the council wants to be and still get accepted by the Metropolitan Council. He will
prepare some of the possible changes he'd heard discussed and share them with the
council.

The council heard about the ordinance changes that staff is currently working on. A
council member requested that staff specifically explain in what areas (growth
management plan) of the Plan or ordinances will the city preserve the right to say"no"to
development.

The council will be continuing their review of the Plan beginning at the July 6 work
session.

The meeting was adjourned at 9:00 p.m.
Li 68
These minutes were considered, corrected and approved at the regular Council meeting held on
June 28, 2010.

•
4111MA■ A _
Julianne B ell, City Cl k .e► 'einert, Mayor
