Intersection Improvement Projects, Resolution No. 10-70 Determining the <br /> 21 Necessity for the Issuance of General Obligation Bonds and Calling a Special <br /> 22 Election. <br /> 23 <br /> 24 Community Development Director Grochala and City Engineer Studenski reported that <br /> 25 TKDA (engineering firm) has completed the conceptual layouts and construction <br /> 26 estimates for the two improvement (signalization) projects for the Birch/Ware and Lake <br /> 27 Dr/Main intersections. Cost estimates for each are included in the staff report before the <br /> 28 council. Mr. Grochala recalled that just the Lake Dr/Main intersection would qualify for <br /> 29 county participation. The resolution before the council considers the necessity for the <br /> 30 issuance of bonds for such projects, based on the results of ballot consideration at this <br /> 31 fall's general election. Staff noted that they needed to determine a cap for the projects <br /> 32 since the city wouldn't be able to exceed an authorized figure; that also means that a <br /> 33 contingency would be built into the project. They noted that there are two resolutions <br /> 34 before the council so that a decision can be made by the council as to whether or not there <br /> 35 will be one or two ballot questions. <br /> 36 <br /> 37 A council member requested additional information specific to the impact on taxpayers. <br /> 38 Staff would have to compile that information. <br /> 39 <br /> 40 On the question of negotiations with Anoka County(on participating in both projects), <br /> 41 staff explained that negotiations were not successful because the county strictly follows <br /> 42 its policy on what is warranted. When asked if the county ever fully funds projects, staff <br /> 43 suggested it is not common and in fact there is no case in Lino Lakes. <br /> 44 <br /> 1 <br />
