SPECIAL COUNCIL MEETING August 11,2010
APPROVED
45 The council discussed the need to ensure that if the improvements are done they must fit
46 into the future plans for the area. There was a comment that it is fully appropriate that the
47 citizens will be making the decision on the projects.
48
49 When a council member asked about the possibility of utilizing a round-about, staff
50 suggested that Anoka County doesn't promote that type of traffic control so it is doubtful.
51 The council discussed how the funding question should be posed to the public, wondering
52 if there is a possibility of spreading out the costs and staff remarked that bond counsel
53 would have to determine if that type of information could be included. The council was
54 reminded that they will have an opportunity to provide more detailed information on the
55 question(s) to the public ahead of time.
56
57 The council discussed the issue of using one or two ballot questions and eventually
58 concurred that it makes the most sense to pose just one question that incorporates both
59 projects.
60
61 Bob Bening, 6788 East Shadow Lake Road. A resident since 1974, Mr. Bening requests
62 that the signal improvement projects proposed include bicycle censors that would
63 recognize the approach of bicyclists, thus not requiring them to push the "walk"button to
64 get across the roadway.
65
66 Council Member O'Donnell moved to approve Resolution No. 10-71 (combined
67 question). Council Member Gallup seconded the motion. Motion carried on a
. 68 unanimous voice vote.
69
70 City Engineer Studenski noted that staff will be coming forward soon with ideas for a
71 communication plan.
72
73 The meeting was adjourned at 6:05 p.m.
74
75 These minutes were approved at the regular Council meeting held on August 23, 2010.
76
77
78
80 rty Jerk, Julianne :. ell Jeff Reine , Mayor
2
