SPECIAL COUNCIL MEETING August 11,2010 <br /> APPROVED <br /> 45 The council discussed the need to ensure that if the improvements are done they must fit <br /> 46 into the future plans for the area. There was a comment that it is fully appropriate that the <br /> 47 citizens will be making the decision on the projects. <br /> 48 <br /> 49 When a council member asked about the possibility of utilizing a round-about, staff <br /> 50 suggested that Anoka County doesn't promote that type of traffic control so it is doubtful. <br /> 51 The council discussed how the funding question should be posed to the public, wondering <br /> 52 if there is a possibility of spreading out the costs and staff remarked that bond counsel <br /> 53 would have to determine if that type of information could be included. The council was <br /> 54 reminded that they will have an opportunity to provide more detailed information on the <br /> 55 question(s) to the public ahead of time. <br /> 56 <br /> 57 The council discussed the issue of using one or two ballot questions and eventually <br /> 58 concurred that it makes the most sense to pose just one question that incorporates both <br /> 59 projects. <br /> 60 <br /> 61 Bob Bening, 6788 East Shadow Lake Road. A resident since 1974, Mr. Bening requests <br /> 62 that the signal improvement projects proposed include bicycle censors that would <br /> 63 recognize the approach of bicyclists, thus not requiring them to push the "walk"button to <br /> 64 get across the roadway. <br /> 65 <br /> 66 Council Member O'Donnell moved to approve Resolution No. 10-71 (combined <br /> 67 question). Council Member Gallup seconded the motion.
