COUNCIL MINUTES August 23,2010 <br /> APPROVED <br /> 91 Item 6B, Consider 1st Reading of Ordinance No. 10-10, Regulating Discharges into the Storm <br /> 92 Sewer System of the City of Lino Lakes—Environmental Coordinator Asleson explained that the <br /> 93 proposed ordinance would put into the city code some control measures related to illicit discharge. <br /> 94 Such control measures are a requirement for Lino Lakes as an operator of a small municipal storm <br /> 95 water and sewer system. The ordinance has been reviewed by the city's Environmental Board and is <br /> 96 forwarded for council consideration. <br /> 97 <br /> 98 At the pre-meeting work session, the council indicated they would consider first reading this evening <br /> 99 but would be discussing the ordinance further at the September work session. <br /> 100 <br /> 101 Council Member Gallup moved to approve the first reading of Ordinance No. 10-10 as presented. <br /> 102 Council Member Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 103 <br /> 104 Item 6C,2010 Surface Water Management Program <br /> 105 i) Consider Resolution No 10-75, Accepting Quotes and Awarding a Contract for 2010 <br /> 106 Surface Water Maintenance Projects <br /> 107 ii) Consider Resolution No 10-76,Accepting Quotes and Awarding a Contract for 2010 <br /> 108 Street Drainage Improvements <br /> 109 <br /> 110 City Engineer Studenski first reported that these two elements of the program were put out for quotes <br /> 111 together to attempt to get the best deal for the city. The quotes did come in higher than anticipated, <br /> 112 however, so staff did cut back on some of the proposed projects by prioritizing. Mr. Studenski <br /> 113 reviewed the project plans for the year. The bidders have been contacted and the new work schedule <br /> �-i 14 confirmed; staff is recommending that the council proceed with awarding these projects. <br /> 115 <br /> 116 The Mayor noted that he has requested that the council discuss how to ensure that this program, that <br /> 117 has important long term benefits to the city, gets adequate funding in 2011. <br /> 118 <br /> 119 Council Member Roeser moved to approve Resolution No. 10-75 as presented. Council Member <br /> 120 Rafferty seconded the motion. Motion carried on a unanimous voice vote. <br /> 121 <br /> 122 Council Member O'Donnell moved to approve Resolution No. 10-76 as presented.
