COUNCIL MINUTES <br />September 25, 2017 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />44 <br />5 DATE : September 25, 2017 <br />6 TIME STARTED : 6:30 p.m. <br />7 TIME ENDED : 7:25 p.m. <br />8 MEMBERS PRESENT Council Member Rafferty, Kusterman, Maher, <br />9 Manthey, and Mayor Reinert <br />1 o MEMBERS ABSENT <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Community Development Director Michael <br />13 Grochala; Director of Public Safety John Swenson; Finance Director Sarah Cotton; City Planner Katie <br />14 Larsen; City Engineer Diane Hankee; and City Clerk Julie Bartell <br />15 <br />16 PUBLIC COMMENT <br />17 <br />18 Norma Heuer, 8289 20th Avenue N, addressed the council regarding an asphalt plant planned for the <br />19 City of Columbus, about a half block from her home. She explained that the proposed plant will now <br />20 also be a cement plant, thus creating additional traffic, pollution, etc. She asked what the City of <br />21 Lino Lakes can do for its residents who will be impacted by the proposed development. Mayor <br />22 Reinert noted that the proposed development mentioned by Ms. Heuer is becoming less and less <br />23 palatable for this city. Community Development Director Grochala noted that he is not aware of the <br />24 proposed change to the development (adding cement production). Ms. Heuer remarked that traffic to <br />25 and from the plant (large trucks) will be funneled from one point and will have a bad impact on the <br />26 residents. Director Grochala explained that the impacted roadway is maintained by Anoka County so <br />27 there will be a traffic study required. <br />28 <br />29 Mayor Reinert directed staff to report on the matter at the next work session, with information on <br />3o increased activity planned. He reiterated his contact with the City of Columbus elected officials at <br />31 which time he learned of their high interest in the development; it surprised him they were interested <br />32 in such a development. He noted that the nearby Running Aces facility is strongly opposed to the <br />33 plant. <br />34 <br />35 SETTING THE AGENDA <br />36 <br />37 The agenda was approved as presented. <br />38 <br />39 SPECIAL CEREMONY <br />40 <br />41 Firefighters Boonstra, Lindahl and Stalker took the Oath of Fire Service. <br />42 <br />43 Officer Connor Williams took the Oath of Police Service. <br />44 <br />1 <br />
