COUNCIL MINUTES <br />September 25, 2017 <br />APPROVED <br />45 A reception honoring the new members was held following the ceremony at the Public Safety <br />46 Department. <br />47 <br />48 CONSENT AGENDA <br />49 <br />50 Council Member Maher moved to approve the Consent Agenda, Items I through 1C, as presented. <br />51 Council Member Rafferty seconded the motion. Motion carried on a voice vote. <br />52 <br />53 ITEM ACTION <br />54 <br />55 Consideration of Expenditures. <br />56 <br />57 September 25, 2017 (Check No. 106729—106819) <br />58 in the amount of $740,349.08 Approved <br />59 <br />60 September 5, 2017 Council Work Session Minutes Approved <br />61 <br />62 September 11, 2017 Council Meeting Minutes Approved <br />63 <br />64 FINANCE DEPARTMENT REPORT <br />65 <br />66 The following items were reviewed by the Finance Director, Sarah Cotton. They represent adoption <br />67 of a preliminary budget (including a maximum levy and tax rate), setting of a public hearing and <br />68 cancelling the levy of funds for debt service where those funds are not needed. <br />69 <br />70 Mayor Reinert noted that this action represents approval of a preliminary budget that can go down but <br />71 not up. He acknowledged the hard work of the council and staff in bringing forward a good and lean <br />72 budget that brings down the tax levy, with the knowledge that revenues have gone up for the city and <br />73 there are increased property values. <br />74 2A) Consider Resolution No. 17402, Adopting the Preliminary 2017 Tax Levy, Collectible in <br />75 2018 <br />76 Council Member Rafferty moved to approve Resolution No. 17-102 as presented. Council Member <br />77 Maher seconded the motion. Motion carried on a voice vote. <br />78 2B} Consider Resolution No. 17403, Setting the Date and Time for a Public Hearing for the <br />79 Proposed 2018 Operating Budget and 2017 Tax Levy, Collectible in 2018 <br />80 Council Member Kusterman moved to approve Resolution No. 17-103 as presented. Council <br />81 Member Manthey seconded the motion. Motion carried on a voice vote. <br />82 2C) Consider Resolution No. 17404, Canceling the 2017/2018 Debt Service Tax Levy for <br />83 G.O. Tax Increment Financing Bond, Series 2007A <br />84 Council Member Maher moved to approve Resolution No. 17-104 as presented. Council Member <br />85 Rafferty seconded the motion.
