CITY COUNCIL WORK SESSION October 25, 2010 <br /> APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : October 25, 2010 <br /> 5 TIME STARTED : 5:30 p.m. <br /> 6 TIME ENDED : 6:25 p.m. <br /> 7 MEMBERS PRESENT : Councilmember Gallup, O'Donnell, <br /> 8 Rafferty (arrived at 5:45),Roeser and <br /> 9 Mayor Reinert <br /> 10 MEMBERS ABSENT : None <br /> 11 <br /> 12 <br /> 13 Staff members present: City Administrator Jeff Karlson; Community Development <br /> 14 Director Mike Grochala; Director of Public Safety Kent Strege; Director of Finance Al <br /> 15 Rolek; City Planner Jeff Smyser; Environmental Coordinator Marty Asleson; Economic <br /> 16 Development Coordinator Mary Alice Divine. <br /> 17 <br /> 18 REVIEW REGULAR AGENDA ITEMS <br /> 19 <br /> 20 Minnesota Manufacturing Week Proclamation -Regarding the special presentation <br /> 21 item, Economic Development Coordinator Divine noted that two or three representatives <br /> 22 of manufacturing firms in Lino Lakes will be present to accept the proclamation at the <br /> 23 council meeting. <br /> 24 <br /> 25 Item 6A, Public Hearing to consider adoption of reassessments for the Pine Street <br /> 26 Paving Improvement Project—Jim Studenski noted that the Pine Street project is <br /> 27 completed and since the actual cost of the project came in under the estimate that the <br /> 28 proposed assessment was based upon, a new public hearing should be conducted on the <br /> 29 reduced assessments. He pointed out that the new unit assessment will be reduced from <br /> 30 $9,488.10 to $8,078.44. He reminded the council that the project was a joint effort with <br /> 31 the City of Columbus since the street borders both cities. <br /> 32 <br /> 33 Item 6B, Resolution approving five year update of I-35E Corridor Alternative <br /> 34 Urban Areawide Review (AUAR)—Planner Smyser explained that the city adopted an <br /> 35 AUAR for a study area of 4660 acres within the city(the area was reviewed on a map). <br /> 36 Having this AUAR in place allows development within the designated area without <br /> 37 additional environmental review. For the city to maintain the validity of the AUAR, it <br /> 38 must be updated every five years. <br /> 39 <br /> 40 Mr. Smyser reviewed staff's prepared update and explained the elements included in it. <br /> 41 There have been two development projects submitted but neither have proceeded past <br /> 42 preliminary stages, and two transportation projects(Main Street improvements and <br /> 43 intersection improvement project)were reviewed as part of the original AUAR. The <br /> 44 update includes discussion of the Resource Management Plan prepared by the Rice Creek <br /> 45 Watershed District.
