CITY COUNCIL WORK SESSION October 25, 2010 <br /> APPROVED <br /> 46 consistent with the assumptions of the AUAR and would therefore require an <br /> 47 Environmental Impact Statement if it were to proceed. <br /> 48 <br /> 49 Item 6C,Resolution approving 2011 Foxborough Work Plan—Environmental <br /> 50 Coordinator Asleson reported that Foxborough was developed as a conservation <br /> 51 development. Each year a plan is established for restoration and management of the <br /> 52 conservation area,to be funded by developer and homeowner fees as well as interest on a <br /> 53 developer endowment. The plan for 2011 has been prepared by staff,presented and <br /> 54 approved by the Environmental Board. Mr. Asleson explained the elements of the plan <br /> 55 that include the removal of invasive species and the adding of native plants. A council <br /> 56 member suggested the use of volunteers on some of the removal/planting work. <br /> 57 <br /> 58 Item 6D,Resolution adopting assessments for 2010 individual properties that <br /> 59 requested connection to city utilities—Engineer Studenski explained that an assessment <br /> 60 is being brought forward for one property. There were other properties connected to city <br /> 61 utilities however they chose to fully pay for the work without the need for an assessment. <br /> 62 When a council member asked how much it costs to connect, Mr. Studenski explained <br /> 63 that it is generally about $15,000 to $19,000, comparable to the cost of a well and mound <br /> 64 sewer system. <br /> 65 <br /> 66 Management Team Weekly Progress Report—City Administrator Karlson reviewed <br /> 67 the report. <br /> 68 <br /> Ld 69 Item B, Outdoor Storage Businesses in the General Business Zoning District—City <br /> 70 Planner Smyser reported that the city received a request from a property owner in an area <br /> 71 zoned as General Business (GB) who wants to operate an outdoor storage business. <br /> 72 Under the city's current zoning regulations,that would not be allowed. At the request of <br /> 73 the interested property owner, staff informally presented the idea of a zoning ordinance <br /> 74 amendment to the Planning and Zoning Board. The Board unanimously opposed the idea <br /> 75 of allowing outdoor storage in the GB zone however there was some support for allowing <br /> 76 such uses in industrial zones. <br /> 77 <br /> 78 The council concurred that they do not currently support a permanent change to the <br /> 79 zoning ordinance that would set a difficult precedent. <br /> 80 <br /> 81 Item C, Storm Water Utility—There was no written report. Community Development <br /> 82 Director Grochala noted that the council has discussed this matter several times. The <br /> 83 public hearing on a utility has been held and closed and there is no requirement for the <br /> 84 council to move forward and there would be no impact on the proposed 2011 budget if <br /> 85 they do not. From comments received, it appears there could be better <br /> 86 communication/education with the public on the utility proposal. He noted that the city's <br /> 87 Environmental Board and council will be receiving detailed information on the city's <br /> 88 surface water management activities and plans in 2011, including future funding <br /> 2 <br />
