Motorsports Facility Proposal, Noise Analysis—Economic Development <br /> 17 Coordinator Divine noted that the council requested additional information on the <br /> 18 potential for completing a noise analysis report regarding the proposed motorsports <br /> 19 facility(IMEDC proposal). She first distributed a Motorsports Noise Control report and <br /> 20 identified it as new information received from the developers. She then explained the <br /> 21 types of noise studies that could be conducted and the information that they would <br /> 22 provide, adding that it is difficult to get the overall feeling of something like a race track <br /> L 23 without actually experiencing it. Noise is also subjective, since everyone doesn't feel the <br /> 24 same about levels and impacts. She reported to the council that IMEDC is still looking <br /> 25 for a reasonable level of support before investing in additional studies. She reviewed the <br /> 26 council's options as presented in the staff report. <br /> 27 The council discussed the options and their positions: it is appropriate to continue to <br /> 28 gather information; it is premature to consider support; economic development <br /> 29 opportunities in general are important to the city. Staff suggested that perhaps it comes <br /> 30 down to the council calling for a specific noise study, getting a request for proposals, <br /> 31 presenting that to the developers and asking if they are interested in funding it. A formal <br /> 32 request from the developers would be appropriate, and a proposed site plan would be <br /> 33 helpful along with escrow funds for the city's time to study the concept. <br /> 34 Code of Conduct—Administrator Karlson noted that the council has discussed adding <br /> 35 conflict of interest language to their code of conduct. Staff has provided the language that <br /> 36 was presented by the charter commission; it could be added to the council's code. <br /> 37 The council concurred that the proposed language should be added to the Lino Lakes City <br /> 38 Council Code of Conduct; an action accomplishing was added to that night's city council <br /> 39 meeting agenda. It was noted that the council's code doesn't apply to boards and <br /> 40 commissions so staff should report back how conflict of interest language could be <br /> 41 enacted for those groups, perhaps into the code of ordinances. <br /> 42 Dangerous Dog Ordinance—A council member explained that he was surprised when <br /> 43 he learned that the recently declared dangerous dog was released before all of the <br /> 1 <br />
