COUNCIL MINUTES <br />October 9, 2017 <br />APPROVED <br />91 - The council's past discussions about the Lennar proposal; concerns that arose; <br />92 - Lennar's response to the city's concerns; <br />93 - Staff suggestion to break the project into steps; <br />94 - Staff s current request for approval of the land use plan for the Lennar development; <br />95 - Review of land use plan, indicating types of housing product that would be built and where; <br />96 similiarity of the two proposals (Mattamy and Lennar); <br />97 - A comparison of the land use proposed by Mattamy and Lennar; <br />98 - A review of the zoning, subdivision and Comprehensive Plan implications; <br />99 - The request for an extension for submital of the final plat; <br />100 - Planning and Zoning Board action. <br />101 <br />102 Mayor Reinert noted that Lennar has modified their plans in response to the council's concerns. He <br />103 stated that he is happy to have Lennar, a nationally recognized builder, involved. He noted the <br />104 limited request for action at this time. He noted that this is a large development and must be done <br />105 right. <br />106 <br />107 Council Member Rafferty recognized Lennar's work to take on a development and fit that into their <br />108 business plans. That is not an easy task. He is happy Lennar has good staff involved and he also <br />109 recognized city staff for their work in bringing this forward. He later added his thanks to the Public <br />110 Safety staff for working through the plans. <br />111 <br />112 Mayor Reinert noted the development lay out; he favors the inclusion of water areas in the plans <br />113 because that fits this city. <br />114 <br />115 Council Member Manthey thanked Lennar for sticking with the original layout — it's an easier <br />116 consideration for the council than if everything were changed. <br />117 <br />118 Council Member moved to approve Resolution No. 17-95 as presented. Council Member Kusterman <br />119 seconded the motion. Motion carried on a voice vote. <br />120 <br />121 Council Member Rafferty moved to approve Resolution No. 17-96 as presented. Council Member <br />122 Manthey seconded the motion. Motion carried on a voice vote. <br />123 <br />124 611) Century Farm North (Item pulled from agenda at meeting) <br />125 <br />126 6C) Consider Resolution No. 17-100 Approving Conditional Use Permit for Home Occupation <br />127 Permit Level C at 426 Pine Street — City Planner Larsen recalled a previous discussion this year for a <br />128 similar use by the same applicant but at a different address on Pine Street; the council did deny that <br />129 request. The applicant is now proposing the same use at a locaiton that would address many of the <br />130 concerns that were heard upon his initial request. The site proposed is a former bike arena but that is <br />131 no longer the use. <br />132 Ms. Larsen reviewed the requirements for the home occupation proposed. On an aerial photo, she <br />133 noted how the structures and areas are proposed to be used. The Planning and Zoning Board <br />134 recommendation as well as conditions of the use were explained. <br />ki <br />
