The need for
145 replacement was reviewed as well as the inclusion of ADA improvements to the trails. He reviewed
146 the engineer's estimate which was just over the quote received. Staff recommends award of the
147 project contract to the low quoter.
148 Council Member Rafferty asked if there is any concern about performing trail work in the fall (cooler
149 weather). Mr. Bourassa noted that there is always special care taken to follow technical
150 specifications when work is conducted in the fall. If the weather were to turn bad, the project would
151 be pushed back. Council Member Rafferty noted that he is proud of staff for addressing the situation
152 at Century Farms North and getting their trail on the schedule.
153 Council Member Rafferty moved to approve Resolution No. 17-114 as presented. Staff is presenting a proposed project for this year as well as recommending acceptance of the
158 low quote to implement the project.
159 Council Member Manthey noted that the city engineer had indicated that there would probably be
160 only one quote, based on that company's work and experience.
161 Council Member Kusterman wondered if the fact that one company continually wins the bid is a
162 concern; is it too non competitive. Mr. Bourassa suggested that next year staff will make more effort
163 to identify contractors that would be a good fit for this type of project.
164 Council Member Manthey moved to approve Resolution No. 17-112 as presented. This project is coming forward at the request of the council. Community Development
169 Director Grochala noted that the contract is about two hot spots identified through speed studies that
170 need these driver awareness signs. Mr. Grochala noted that the cost of the work would be funded
171 from the council contingency account because there is no fund set aside for this specific use. Mayor
172 Reinert asked why not a street or public safety account? Staff indicated that there was no budgeted
173 funds in either of those areas to cover this.
174 Council Member Kusterman noted that a company from Sacramento California is involved. Mr.
175 Bourassa explained that the equipment will be provided by that company and installed by city staff.
4
