APPROVED <br /> 1 CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 CITY COUNCIL SPECIAL WORK SESSION <br /> 4 JOINT MEETING WITH COMPREHENSIVE PLAN ADVISORY PANEL <br /> 5 <br /> 6 DRAFT 2030 COMPREHENSIVE PLAN REVIEW <br /> 7 <br /> 8 <br /> 9 DATE : January 21, 2009 <br /> 10 TIME STARTED : 6:30 p.m. <br /> 11 TIME ENDED : 8:40 p.m. <br /> 12 MEMBERS PRESENT : Councilmember Gallup, O'Donnell, <br /> 13 Stoltz, Reinert and Mayor Bergeson <br /> 14 MEMBERS ABSENT : None <br /> 15 <br /> 16 Mayor Bergeson noted that the purpose of this special meeting is to continue review of <br /> 17 the Draft 2030 Comprehensive Plan (the Plan). He offered thanks on behalf of the <br /> 18 council to the advisory panel for their work on the Plan update. The council has been <br /> 19 busy reviewing and discussing the draft document and has a couple of items they would <br /> 20 like to discuss with the Panel. The Panel members should have received a <br /> 21 communication indicating the topics for discussion. He introduced project consultant <br /> 22 Ciara Schlicting of Bonestroo to review the discussion items. The council remains open <br /> 23 to further discussion if that is necessary after this meeting. The council has concurred <br /> 24 that the Planning and Zoning Board should hold another hearing on the Plan when the <br /> 25 council discussion and amendments have ended. <br /> 26 Community Development Director Grochala indicated that staff will review changes that <br /> 27 have been made to the Plan since the Panel worked on it. <br /> 28 Ms. Schlicting reviewed the recommendations that came from the Planning and Zoning <br /> 29 Board, from the public open house, and the six major recommendations of the city <br /> 30 council. The final deadline for submission to the Metropolitan Council is now May 29, <br /> 31 2009 and that includes an extension already granted. <br /> 32 <br /> 33 The council has recommended the following changes to the Plan: <br /> 34 1. Incorporate 5 year phasing into the Staging Plan; <br /> 35 2. Provide for an intensive Comp Plan review every five years; <br /> 36 3. Lower the proposed density ranges (units per acre) for each residential district to <br /> 37 reflect allowable densities in the 2002 Plan. <br /> 38 4. Include requirements for affordable housing in all residential districts; <br /> 39 5. Allow for residential densities to exceed district caps as an incentive for developers to <br /> 40 provide additional desired public values. <br />
