CITY COUNCIL SPECIAL WORK SESSION JANUARY 21, 2009 <br /> APPROVED <br /> 41 A panel member expressed concern that the Metropolitan Council's requirements don't <br /> 42 take areas such as wetlands into consideration in density calculations. A council <br /> 43 member agreed in that the city shouldn't be punished for past development guidelines and <br /> 44 high standards that have brought the city to a good place. <br /> 45 The Panel and council members discussed the criteria for affordable housing. Overall <br /> 46 they recognize the value and need for that type of housing. The council has proposed that <br /> 47 the city use incentives to developers to get to affordability within all densities. At this <br /> 48 point that is a concept and the exact wording and policy can be dealt with as ordinances <br /> 49 are updated. <br /> 50 The Panel considered a motion properly offered and seconded that the density numbers as <br /> 51 presented on the screen be accepted. The motion was approved by the Panel. <br /> 52 The Panel considered a motion properly offered and seconded to accept the following two <br /> 53 changes to the Plan (as requested by the council): <br /> 54 1. Incorporate 5 year phasing into the Staging Plan; <br /> 55 2. Provide for an intensive Comp Plan review every five years. <br /> 56 The motion was approved by the Panel. <br /> 57 The Panel considered a motion properly offered and seconded to accept the following <br /> 58 changes to the Plan (as requested by the council): <br /> 59 4. Strive to integrate affordable housing in all residential districts; <br /> 60 5. Allow for residential densities to exceed district caps as an incentive for <br /> 61 developer to provide additional desired public values. <br /> 62 The motion was approved by the Panel. <br /> 63 The council requested guidance on how the Panel (or Planning and Zoning Board) <br /> 64 envisions a process to consider amendments to the Plan in the future.
