Second Reading and Approval of Ordinance No. 01-09, amending the Zoning <br /> 101 Ordinance definition of the term Private Kennel <br /> 102 Reading and roll call required <br /> 103 <br /> 104 Community Development Director Grochala reported that the ordinance before the council for <br /> 105 second reading would update the city's zoning code to include the correct definition of a private <br /> 106 kennel in line with the council's recent action approving a change to the animal control <br /> 107 regulations. Staff is recommending approval of second reading and adoption of this ordinance <br /> 108 that has already been approved by the Planning and Zoning Board. <br /> 109 <br /> 110 Council Member Reinert moved to dispense with full reading of the ordinance. Council Member <br /> 111 Gallup seconded the motion. Resolution No. 09-08, Authorizing Preparation of Plans and Specifications, <br /> 119 2009 Overlay Project <br /> 120 <br /> 121 ii. Resolution No. 09-09, Authorizing Preparation of Plans and Specifications, <br /> 122 2009 Sealcoat Project <br /> 123 <br /> 124 City Engineer Studenski explained that in accordance with the City's Pavement Management <br /> 125 Plan each year the city engages in a street maintenance project. The project involves overlay that <br /> 126 consists of patching and overlay of bituminous product or sealcoating on certain city roadways as <br /> 127 a maintenance tool. Streets that would benefit from these maintenance procedures are selected <br /> 128 based on an analytical process. Staff is seeking approval to begin the project process by <br /> 129 preparing plans and specifications. Mr. Studenski further explained that there is a rating system <br /> 130 used for streets whereby streets in the best condition (ranked 70 to 100) are candidates for <br /> 131 sealcoating, those in not the best conditions (ranked 40-70) are candidates for overlay, while the <br /> 132 streets in the worst condition (0—40) are too far gone and putting money into maintenance <br /> 133 makes no economical sense. <br /> 134 <br /> 3 <br />
