Consideration of Resolution No. 09-45,Authorizing Preparation of Plans and <br /> 147 Specifications, 2009 Surface Water Management Project <br /> 148 <br /> 149 City Engineer Studenski reported that the city annually implements a surface water management <br /> 150 project to review twenty percent of the city's outfalls, sediment basins, storm sewers and ponds <br /> 151 as a maintenance effort to comply with NPDES requirements and to ensure effectiveness. A map <br /> 152 showing the area's that have been completed was reviewed. Staff is requesting that the council <br /> 153 authorize the preparation of plans and specifications for this year's project. <br /> 154 <br /> 155 Council Member Stoltz moved to approve Resolution No. 09-45 as presented. Council Member <br /> 56 Gallup seconded the motion. Motion carried. <br /> 157 <br /> 158 6B. Consideration of Resolution No. 09-47, Authorizing Preparation of Feasibility <br /> 159 Study, Pine Street Paving Improvement Project <br /> 160 <br /> 161 City Engineer Studenski explained that the resolution before the council authorizes preparation <br /> 162 of a feasibility study for the paving of Pine Street from Main Street to its western terminus. This <br /> 163 is a joint gravel road shared by the cities of Lino Lakes and Columbus. The council has received <br /> 164 a petition from residents and has determined there is interest to merit going forward with a <br /> 165 feasibility study. Cost, schedule and assessments would be laid out in study. This project would <br /> 166 be one-hundred percent assessed to residents. The city of Columbus has submitted a letter <br /> 167 indicating their cooperation and support and that they will be splitting the costs with the city. <br /> 168 There will be separate reports in respect of the differing improvement processes for the cities. <br /> 169 Staff is recommending approval of the resolution. <br /> 170 <br /> 171 A resident asked why there is no cost participation in the street work by the city, state or county <br /> 172 especially since the cost of maintaining a dirt road is very high and improvements would be <br /> 173 beneficial all around. The mayor explained that the city charter doesn't allow city participation <br /> 174 without a referendum. <br /> 175 <br /> 176 Another resident asked for confirmation that the Columbus residents are on board. City <br /> 177 Engineer Studenski stated that there is definitely support and the council there also supports the <br /> 4 <br />
