Consideration of Resolution No. 09-87 Articles of Incorporation <br /> 94 <br /> 95 iii.) Consideration of Resolution No. 09-88 Joint Powers Agreement <br /> 96 <br /> 97 Economic Development Coordinator Divine noted that there are three resolutions before the <br /> 98 committee that would respectively approve the by-laws, the articles of incorporation and a joint <br /> 99 powers agreement relative to the establishment of the Minnesota Metro North Tourism <br /> 100 organization. The by-laws notably include the establishment of a board of directors on which the <br /> 101 City is entitled to one representative. Ms. Divine recommended that she can serve as the <br /> 102 representative until such time as the council is able to identify and appoint a community member <br /> 103 with expertise and interest in the area of tourism. <br /> 104 <br /> 105 Council Member Reinert moved to approve Resolutions No. 09-88, 09-87 and 09-86 as <br /> 106 presented and with a direction that Mary Alice Divine will serve as the city's interim <br /> 107 representative to the board until a public process is commenced and a permanent representative <br /> 108 can be identified. Council Member O'Donnell seconded the motion. Motion carried. <br /> 109 <br /> 110 6C. 2009 Development and Individual Assessments <br /> 11 <br /> '112 i. Consideration of Resolution No. 09-83, Adopting Assessments, 2009 <br /> 113 Developments <br /> 114 City Engineer Studenski noted that one development project is being presented for adoption of <br /> 115 assessments related to that project. The staff report includes details on the assessments being <br /> 116 accepted by the property owner. <br /> 117 <br /> 118 Council Member Stoltz moved to approve Resolution No. 09-83 as presented. Council Member <br /> 119 Gallup seconded the motion. Motion carried. <br /> 120 <br /> 121 ii. Consideration of Resolution No. 09-84, Adopting Assessments, 2009 Individual <br /> 122 Properties Which Requested Connection to City Utilities <br /> 123 City Engineer Studenski reported that the council is being requested to approve a list of <br /> 124 assessments to individual properties that have requested connection to city utilities. The <br /> 125 properties are noted in the staff report. <br /> 126 <br /> 127 Council Member O'Donnell moved to approve Resolution No. 09-84 as presented. Council <br /> 128 Member Stoltz seconded the motion. Motion carried. <br /> 129 <br /> 130 6D.
