COUNCIL MINUTES December 28,2009 <br /> APPROVED <br /> ' 91 When a council member recalled that the council intends to begin the coming year with early <br /> 92 budget discussions and asked if those discussions are intended to deal with 2010 or 2011, the <br /> 93 mayor elect explained that his intent is that the council work early on the 2011 budget and <br /> 94 implement new elements in 2010 if possible. <br /> 95 <br /> 96 Mayor Bergeson moved to approve the Memorandum of Understanding extending the Local 49 <br /> 97 labor agreement for one year with the negotiated amendments (Item 3A). Council Member <br /> 98 Roeser seconded the motion. Motion lost on a voice vote. (Yeas—Bergeson, Roeser;Nays— <br /> 99 Reinert, O'Donnell, Gallup). <br /> 100 <br /> 101 Council Member Gallup moved to reconsider the subject matter of Item 3A. Mayor Bergeson <br /> 102 seconded the motion. Motion adopted on a voice vote (Council Member Reinert recorded as <br /> 103 voting nay). <br /> 104 <br /> 105 Council Member Reinert moved that Item 3A be postponed to the next regular council meeting, <br /> 106 with direction to place the item on the January 4 work session. Staff also directed to begin <br /> 107 renegotiations with the employee groups. Council Member O'Donnell seconded the motion. <br /> 108 Motion carried on a voice vote(Mayor Bergeson recorded as voting nay). <br /> 109 <br /> 110 Acting Administrator Tesch pointed out that a long holiday weekend lies ahead so it will be <br /> 111 difficult to get together with the unions before the January 4 work session. Consideration of Resolution No. 09-117,Dissolution of Site Agreement between the <br /> 125 City of Lino Lakes and Centennial School District No. 12 <br /> 126 <br /> 127 Public Safety Director DeGardner reported that, based on council budget direction, he is <br /> 128 presenting a resolution that directs the termination of the existing site agreement between the <br /> 129 city and Centennial School District No. 12. This agreement is being terminated as a cost saving <br /> 130 measure on the part of the city. He noted that the agreement includes a termination clause and <br /> 131 the city has properly informed the district within the terms of that clause. <br /> 132 <br /> 133 Council Member O'Donnell moved to approve Resolution No. 09-117 as presented. Council <br /> 134 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. <br /> 135 <br /> 3 <br />
