, <br />COUNCIL MEETING OCTOBER 23, 1989 <br />parcel would be reduced to 1.06 acres. The Planning and <br />Zoning Board reviewed the request and recommended that a <br />variance be required for the creation of an undersized lot. <br />They approved both the minor subdivision and variance <br />requests with a stipulation that a revised certificate of <br />survey be prepared showing two utility easements. This would <br />prevent a new house from being located on an easement and <br />when sewer does become available, the east lot: can he divided <br />into three regular city sized lots. <br />Mr. Reinert moved to approve Planning and Zoning application <br />No. 89-48 contingent upon the applicants preparing a revised <br />certificate of survey showing two twenty (20) foot easements <br />for utilities and drainage dividing the east parcel into <br />three 76.6 foot lots and the newly created 25 foot parcel to <br />be combined with the western parcel. Mr. Bisel seconded the <br />motion. Motion carried unanimously. <br />Mr. Bisel moved to approve Planning and Zoning application <br />No. 89-49 for a variance for an undersized parcel of property <br />located at 7790 Lake Drive. Mr. Reinert seconded the motion. <br />Motion carried unanimously. <br />LIAISON REPORTS <br />Park Board, Andy Neal - Mr. Neal told the Council that on <br />Thursday he and Mr. Ray Johnson met with the Anoka County <br />Supervisors and they are proposing to build an ice rink in <br />East Bethel and they also said they have enough money to <br />build a covered ice rink in Lino Lakes. Mr. Neal relayed <br />this information to the City Administrator. He talked to <br />County Commissioner Margaret Langfeld and she says that she <br />does not know anything about this. The people at this <br />meeting agreed that the best location for this covered ice <br />rink would be the Regional Park. This facility would include <br />parking and could also be used to soccer in the summertime. <br />Mr. Neal explained that Mr. Nissen was appointed the chairman <br />of the Chain of Lakes Regional Board. Mr. Neal also noted <br />that in 1989 36,000 additional rounds of golf were played <br />over 1988. This might support the need for a road tax on <br />each round of golf played at the Chomonix Course. There was <br />additional discussion at the Chain of Lake Regional Board <br />meeting regarding the possibility of the Chomonix Golf Club <br />becoming a cross country ski shop. <br />The entrance to the Regional Park was also discussed. The <br />bridge on Aqua Lane will cost approximately $120,000. This <br />entire project is on hold until an archeology study is <br />completed. <br />At the meeting Chain of Lake Regional Board meeting, the City <br />of Circle Pines made a remark regarding contracting with the <br />City of Lino Lakes for park services.
