COUNCIL MEETING OCTOBER 23, 1989 <br />Mayor Benson referred St. Paul newspaper article that; <br />appeared in the paper about two weeks ago. This article <br />dealt with a contract between Ramsey County, Falcon Height, <br />Lauderdale and Roseville. He asked the Administrator to get <br />a copy of this article so that it could be given to the City <br />of Centerville because Ramsey County was requesting a sizable <br />amount of money from each city for their services. This <br />could be used as a comparison. Mayor Benson suggested that <br />Lino Lakes prepare a set plan wits. costs. He asked that the <br />Administrator and the Chief prepare a presentation to be <br />brought hack to the Council for their input. Mr. Reinert <br />suggested that a combination of Option #1 and Option #2 would <br />be more appropriate. Mr. Bisel told the Council that White <br />Bear Township just went through this process and he asked <br />that this data also he available. <br />Mr. Reinert moved to approve a combination of Option #1 and <br />Option #2 and have the Chief and City Administrator prepare a <br />proposal and set a work session with the entire Council on <br />the matter. Mr. Bisel seconded the motion. Motion carried <br />unanimously. This work session will be help prior to the <br />next Council meeting. <br />PLANNER'S REPORT - JOHN MILLER <br />Minor Subdivision for Tom Vail for Property Located in <br />Ulmer's Rice Lake Addition - Mr. Miller explained that is a <br />request to split a one acre lot by dividing the lot in half <br />and then splitting the back half into to lots thereby <br />creating three lots. The Planning and Zoning Board has <br />reviewed this request and has recommended approval since it <br />meets all the requirements of the minor subdivision policy. <br />Mr. Bisel asked if the lot could be split into four lots. <br />Mr. Miller said not until sewer and water is available to the <br />front of the lot. At this time the front portion with Mr. <br />Vail's home will be served by a septic system and well. Mr. <br />Stahlberg noted that this requests meets the two out of three <br />criteria in the present minor subdivision policy. <br />Mr. Bisel moved to approve the request in Planning and Zoning <br />Board application No. 89-47. Mr. Reinert seconded the <br />motion. Motion carried unanimously. <br />Minor Subdivision for Brad and Helen Elledge for Property <br />located at Lake Drive and Oak Lane - -M-r. Millerexplained <br />thaf the Elledges own two parcels at the above location. <br />They have sold the west parcel fronting on Lake Drive and <br />after a certificate of survey was completed it was found that <br />the septic system encroaches on the eastern parcel. This <br />request is to transfer title to 25 feet of the eastern parcel <br />to the western parcel. This would increase the total area of <br />the western parcel to 89/100's of an acre.
