2040 <br />COMP PLAN <br />Lino Lakes 2040 <br />Comprehensive Plan Update <br />Date: November 1, 2017 for November 6, 2017 Meeting <br />To: Lino Lakes City Council <br />From: Kendra Lindahl, AICP <br />Landform Professional Services <br />Subject: Comprehensive Plan Update—Land Use and Housing Plans <br />On November 6th, consultants and staff will brief the City Council on the Comprehensive Plan Update, <br />specifically the Land Use and Housing Plans. We will discuss: <br />• The proposed changes to the Future Land Use Plan and Development Staging Plan, and <br />• Compliance with Metropolitan Council regional planning policies including: <br />o responding to the growth forecasts; <br />o meeting goals for overall development density; and <br />o accommodating the city's share of the regional affordable housing need. <br />Based on feedback from the Council we will proceed with preparing the plan maps and text for these two <br />chapters. Please see the attached schedule for the remainder of the Comprehensive Plan Update. <br />Proposed Plan Changes <br />Future Land Use Plan Changes—A process involving the Planning & Zoning Board and citizen and <br />landowner input identified a list of potential changes to the city's Future Full Build Land Use Map. In some <br />cases, the changes requested concerned not the future land use, but involved possible changes to the <br />Development Staging Plan map to accelerate extension of public utilities to a given site. <br />After evaluating the potential changes, there are only a few proposed changes for the 2040 Full Build Land <br />Use Map. The locations are marked on the attached map. <br />A. Approximately 10.4 acres on the west side of Lake Drive north of Diane Street would change from <br />Medium Density Residential to Commercial. This change recognizes some of the existing land uses <br />and the configuration of existing parcels which would make it difficult to assemble a suitable housing <br />development site. This area is in the post -2040 Development Staging Area. <br />B. Approximately 628 acres in the northeast corner of the city lying north of 80th Street and west of the <br />regional park would change from Low Density Residential (120 acres), Medium Density Residential <br />(333 acres), Industrial (104 acres) and Commercial (71 acres) to the new classification of Business <br />Campus (538 acres) and Mixed Use 90 acres). The Mixed Use area is designated west of I -35E and <br />south of Hardwood Creek, with the remainder designated Business Campus. This change recognizes <br />that long-range plans for the northeast area of the city include interchanges on I -35E and I -35W. <br />Access combined with high visibility at a key intersection of major transportation facilities will make this <br />City Council <br />November 6, 2017 1 <br />
