Planning & Zoning Board <br />October 11, 2017 <br />Page 2 <br />APPROVED MINUTES <br />o Regional wastewater collection and treatment: MCES – Metropolitan <br />Wastewater Treatment Plant <br /> Wastewater Flow Projections <br />o The City of Lino Lakes generates approximately 1.02 million gallons of <br />wastewater each day <br /> Projected strategies <br /> MCES projection: 1.52 MGD by 2040 vs. Preliminary <br />developable parcel-based projection: 3.02 MGD by 2040 <br /> Major Improvements Expected: District 1 <br />o Primarily residential development <br />o New residential, commercial, and mixed use development expected <br />o Wastewater generated is collected at MCES Lift Station L69 – Adequate lift <br />station capacity for projected 2040 and ultimate flows <br /> Major Improvement Expected: District 2 <br />o Existing residential, commercial, industrial, and institutional developments, <br />including Minnesota Correctional Facility <br />o New developments of various land use types expected <br />o Wastewater generated is collected at two City lift stations: <br /> Upgrades required for Life Stations 4 & 10 to accommodate projected <br />2040 and full build-out flows <br /> New life station, forcemain, and trunk sewer (West Side Relief Trunk <br />Sewer) required to service Sub-District 2) <br /> MCES considering construction of new Blaine Relief Interceptor <br />o Discussion <br /> Chair Tralle asked if the City would be connecting into the Blaine <br />relief <br /> Mr. Christensen stated that the City will connect and will only <br />be receiving flows from Lino Lakes <br /> Chair Tralle asked who would be the payee of the Blaine relief <br /> Mr. Christensen stated that it will be covered by the <br />Metropolitan Council <br /> Major Improvement Expected: District 3 <br />o Existing residential, commercial, and industrial development <br />o New developments of existing land use types expected <br />o Wastewater generated discharges to MCES Interceptor 97-08 (with City of <br />Centerville) – This interceptor projected to have sufficient capacity for full <br />build out flows <br /> Major Improvement Expected: District 4 <br />o Currently unsewered <br />o New residential and mixed use development expected <br />o Future wastewater flow will likely discharge to existing 18-inch gravity sewer <br />located in White Bear Township - City should begin negotiating a Joint <br />Powers Agreement with White Bear Township for sewer service <br />interconnection <br />o Discussion
