Planning & Zoning Board <br />October 11, 2017 <br />Page 5 <br />APPROVED MINUTES <br />o The City of Lino Lakes will review and adjust its Water Capital Improvement <br />Plan as definitive conclusions become available & will continue water <br />conservation and efficiency programs <br />o Mr. Grochala stated our facilities are outside of the 5 mile radius and <br />anticipate ongoing discussion with law enforcement and the DNR <br /> The City will be affected and water conservation will become more <br />important <br />o Mr. Evenson stated that a lot of the area is not on city water and asked if lawn <br />watering fall under private wells <br /> Mr. Grochala stated that it is undetermined at this point <br /> The DNR stated that if it were in effect, 58 of the last 62 years <br />would have be in effect <br />o Mr. Stimpson asked if there have been conversations with neighboring cities <br />looking at going deeper than the aquifer <br /> Mr. Grochala stated that the next well down is Mount Simon which is <br />still protected <br /> Would go shallower in the northeast area into the Ironton <br />Franconia <br /> Will bring about water treatment issues sooner than expected <br />o Mr. Masonick asked how a lake becomes impaired <br /> Mr. Christensen stated that it is a designation based on the amount of <br />sediment in a water body and concentration of nutrients <br />o Mr. Root stated the City does have a well within the 5 mile radius <br /> Mr. Grochala stated that any modifications to our permits results in <br />changes to our appropriations <br /> Last Comprehensive Plan approved 900 million gallons a year, we are <br />currently at 500 million galloons <br />o Mr. Root asked about adding a new well <br /> Mr. Grochala stated that we are going to have to build wells anyway <br />o Mr. Laden stated that Blaine had issues with water supply and asked what we <br />have in place to prevent issues <br /> Mr. Christensen stated that the issue was caused by an error in the <br />control system <br /> Mr. Grochala stated that we have a lot of redundancy <br /> The City has a signal system that radios out to wells and <br />messages staff when necessary <br /> Mr. Johnson, WSB, explained, in detail, how the system works <br /> Mr. Laden asked if the redundancy needs to be addressed in the <br />Comprehensive Plan <br />o Mr. Stimpson asked if we need to be talking about another tower <br /> Mr. Christensen stated that another tower would not be needed until <br />post 2040 <br /> Mr. Root asked if there is a location being considered <br /> Mr. Grochala stated a study has been completed – search along <br />Birch Street corridor, along a trunk line
