Planning & Zoning Board <br />October 11, 2017 <br />Page 6 <br />APPROVED MINUTES <br /> Other sites considered: school district along Rice Lake <br />(Country Lakes Park), City Rec Complex <br />o Chair Tralle asked if it would be feasible to shut down well 4 <br /> Mr. Christensen stated that an analysis of existing demands would <br />need to be completed and verify if a new well would need to be <br />existing prior to taking well out of service <br /> Mr. Grochala stated that well 4 has a pumping station to increase the <br />pressure <br /> Major Improvements Expected <br />o Installation of new 1.5 million gallon water tower – additional water tower <br />will help the City provide adequate water storage and ensure sufficient fire <br />flow through 2040 <br />o Installation of at least one new well with a capacity of at least 1,000 gallons <br />per minute before 2025 – It is anticipated that the projected maximum daily <br />demand will exceed the firm capacity of the system’s existing wells between <br />2025 and 2030 <br />o Continued planning for the construction of a water treatment plant – The <br />City’s raw well water concentrations of iron and manganese exceed the EPA’s <br />recommended secondary levels <br /> Discussion <br />o Mr. Grochala stated that the City has traditionally had a linear system <br />o Mr. Masonick asked how deep the City’s wells go <br /> Mr. Johnson stated about 300 feet <br />o Mr. Stoesz asked if there is anything the municipalities can do to decrease or <br />gain efficiencies in the cost of treatment <br /> Mr. Christensen stated that the best option is to reduce water demands <br />through conservation measures <br /> Mr. Johnson that the well would not be constructed under the tower <br /> Mr. Stoesz asked it would be more cost effective to build the <br />chemicals in bulk <br /> Mr. Grochala stated that we currently buying in bulk <br />o Mr. Root ask about the central well treatment plan <br /> Mr. Christensen stated that it includes a fair amount of water main – <br />getting the raw water supply into the facility <br /> Mr. Grochala explained existing water mains and City wells <br /> Water treatment is very expensive, the only issues that the City <br />currently has is water aesthetics <br />o Mr. Stimpson asked if there is any issue with lack of well diversity <br /> Mr. Christensen stated that the wells are currently in residential areas <br />and alleviates that concern <br /> Mr. Grochala stated that the City has a well head protection program <br />in place <br />o Mr. Stoesz asked if our plan includes updating existing wells with new <br />pumping technologies <br /> Mr. Christensen stated that well rehab would be included in the <br />Comprehensive Plan
