CITY COUNCIL WORK SESSION
December 4, 2017
APPROVED
136 begin treating trees last year (about 86 done last year). He spoke on another state's
137 experience with ash tree mortality under this bug. Minnesota has a better curve due to
138 preparation and good sanitation. The city is managing the public trees, communication
139 efforts are underway with the residents on the situation, training will be offered to people
140 answering the phones, etc.
141
142 Mayor Reinert said the plans are sound and he applauds staff for staying on top of it.
143
144 7. West Shadow/LaMotte Street Reconstruction Update - City Engineer Hankee
145 reviewed her written report. She updated the council on the neighborhood meetings that
146 were held.
147
148 LaMotte — about four property owners attended. A survey will be sent out seeking
149 resident interest.
150
151 West Shadow Lake — a very good showing of those residents. It is her understanding that
152 they are interested in sewer and water utility extension.
153
154 The council, on December 11 b, will see a request for approval of the amended feasibility
155 study along with project costs and an assessment roll. The assessments would be per
156 unit and limited to properties with homes today. The council will also have a request to
157 set a public hearing date for each of the neighborhoods (LaMotte based on survey results).
158
159 Ms. riankee reviewed the presentations from the neighborhood meeting. For LaMotte,
160 the plans indicate matching existing width of the roadway, including surface water quality
161 basins, a channel outlot on LaMotte Drive restoration, on LaMotte Circle clean storm
162 sewer system and address rear yard drain issue that has been lingering. Because Rice
163 Creek recently changed their rules, storm water management isn't required without an
164 increase in impervious surface; the storm water improvements provided will be as good
165 stewardship and to prolong life of the roadway.
166
167 Ms. Hankee reviewed the presentation on West Shadow Lake. The roadway design
168 includes a memo to staff on the roadway width pluses and minuses. They are looking at
169 a 24 or 26 foot wide road on the south section (past culvert section and into the woods)
17o and then wider further down to accommodate parking at the request of residents. Curb
171 and gutter is going to be recommended as needed for drainage and for connections for
172 aesthetics and drainage operation. Council Member Rafferty asked if there is a
173 difference in curb planned for the different projects. Ms. Hankee suggested they are
174 alike — the renderings are just different. Drainage will be accommodated differently in
175 different areas — storm basins, using existing drainage in County Lakes Park that needs to
176 be opened (including tree work), pervious pavement for filtration, vegetative channeling
177 (existing easement) outlet to lake, replacement lake culverts, adding system of pipes and
178 catch basins.
179
L
