CITY COUNCIL WORK SESSION December 4, 2017 <br />APPROVED <br />91 Mayor Reinert asked that the council be provided with the items that have been removed <br />92 from the plans. He also noted the Parks and Trails Management Plan idea that he <br />93 introduced and asked how that infiltrates into these plans. Mr. Grochala said Public <br />94 Services Director DeGardner is working with Ms. Amberg to incorporate that concept. <br />95 He explained the master planning that proceeds planning and identifies needs and costs. <br />96 That information provides for funding discussion and other planning activities. It all gets <br />97 wrapped into the capital improvement plan. Mayor Reinert noted that the Plan he <br />98 mentioned looks ahead in that fashion and he'd like to understand how this complements <br />99 that planning Mr. Grochala said that plan is well underway already and this information <br />100 will be filtered in as is appropriate. Finance Director Cotton added that the council will <br />l01 see funding plans ahead as part of the budget discussion later this evening. Council <br />102 Member Manthey questioned if repair costs should be included in planning for future <br />103 development. <br />104 <br />105 4. Body Worn Cameras — Public Safety Director Swenson reviewed the process the city <br />106 has followed in accordance with state requirements. Questions they have received were <br />107 reviewed as well as the department's response (all included in the staff report). A public <br />108 hearing is a requirement and is scheduled for council consideration of approving purchase <br />109 of the cameras. Data storage will be a cost involved and will be handled in conjunction <br />110 with Metro INet but he anticipates costs to go down as more departments move to this <br />111 technology. He is also proposing some upgrades to squad equipment that will insure <br />112 proper coordination with the cameras. He reviewed the costs included in the staff report. <br />113 <br />114 Mayor Reinert remarked that the process will provide good protection for the police. <br />115 Council Member Manthey concurred and asked if the other agencies in the county are <br />116 using the recommended product? Director Swenson said there isn't a lot of experience <br />117 but he noted those cities that have moved on the equipment (various). <br />118 <br />119 Council Member Kusterman clarified that this is not a leasing arrangement but a <br />120 purchase. How long are they to last? Director Swenson said the manufacturer gives four <br />121 to five years but they are hopeful to get more longevity. <br />122 <br />123 5. Textile Recycling/Reuse —Environmental Coordinator Asleson reviewed the staff <br />124 report outlining the proposed program. Questions were asked about the length of the <br />125 contract and why the program would be successful with other programs (i.e. ARC) <br />126 availabl. Council Member Maher said she is supportive because she sees what could be <br />127 accomplished. <br />128 <br />129 Mayor Reinert asked, if this request is brought forward to the council for approval, it <br />130 should clearly include language allowing the city to opt out of the contract. <br />131 <br />132 6. Emerald Ash Borer Update —Environmental Coordinator Asleson noted that the ash <br />133 borer has been identified within Lino Lakes (Target parking lot). As a result the <br />134 Environmental Board and Park Board held a meeting to discuss. He can report that it <br />135 seems as if the city has been preparing properly and is in a good place.
