COUNCIL MINUTES <br />December 11, 2017 <br />APPROVED <br />127 ADMINISTRATION DEPARTMENT REPORT <br />128 <br />129 3A) Therapeutic Massage Regulations: i) Consider .4 Reading and Adoption of Ordinance <br />13o No. 0647, Adding Chapter 616 to the Lino Lakes Code of Ordinances, relating to Therapeutic <br />131 Massage Licensing — City Clerk Bartell requested city council consideration of the adoption of this <br />132 ordinance that will add therapeutic massage regulations to the city code. The regulations include an <br />133 application process and conditions for licensing. <br />134 Council Member Rafferty moved to waive the full reading of Ordinance No. 06-17. Council Member <br />135 Maher seconded the motion. Motion carried on a voice vote. <br />136 Council Member Rafferty moved to approve the 2nd Reading and adoption of Ordinance No. 06-17 as <br />137 presented. Council Member Maher seconded the motion. Motion carried; Yeas, 5; Nays none. <br />138 ii) Consider Resolution No. 17452, Approving Summary Publication of Ordinance No. <br />139 0647 <br />140 Council Member Kusterman moved to approve Resolution No. 17-152 as presented. Council Member <br />141 Manthey seconded the motion. Motion carried on a voice vote. <br />142 3B) Consider Appointment of Community Development Intern — Human Resources Manager <br />143 Bartholomew reviewed staff s recommendation to hire Kathy Laur. <br />144 Council Member Kusterman moved to approve the appointment of Kathy Laur as recommended. <br />145 Council Member Manthey seconded the motion. Motion carried on a voice vote. <br />146 <br />147 PUBLIC SAFETY DEPARTMENT REPORT <br />148 4A) Public Hearing — Body Worn Camera Policy — Public Safety Director Swenson requested <br />149 that the council conduct a public hearing as required by statute. Comments are to be received on the <br />150 draft policy. This policy has been developed with extensive work by staff and the council has had the <br />151 opportunity for review also. Mr. Swenson noted that the department received two email comments: <br />152 questioning use of a camera at schools, on metadata that is collected, and audits by supervisors and <br />153 the ability to put a camera on a police canine. They have answered all questions received. This <br />154 public hearing is the final step in implementing the use of cameras. <br />155 Mayor Reinert opened the public hearing. <br />156 There being no one present wishing to speak, the public hearing was closed. <br />157 Mayor Reinert remarked that this is a great opportunity for police officers to have information <br />158 available to show how everything happened. <br />159 <br />160 Council Member Manthey thanked Public Safety Director Swenson for utilizing forfeiture funds to <br />161 purchase this equipment. <br />162 There was no action on this item. <br />163 4B) Consider Hire of Paid On -Call Firefighter —Public Safety Director Swenson noted that <br />164 staff is seeking approval to hire a paid on -call firefighter. He explained the process that brings <br />165 forward this good candidate and also how her training will proceed. <br />
