COUNCIL MINUTES December 11, 2017 <br />APPROVED <br />202 Council Member Kusterman moved to approve Resolution No. 17-133 as presented. Council Member <br />. 203 Manthey seconded the motion. Motion carried on a voice vote; Mayor Reinert voted no. <br />204 613 West Shadow Lake Area and LaMotte Area Street and Utilities. i. Consider Resolution No. <br />205 17449 Accepting Report on Improvements (Amending May 8, 2017 Feasibility Report); <br />206 ii. Consider Resolution No. 17450 Order Public Hearing on Improvements, West Shadow Lake <br />207 Area Utilities; <br />208 iii.Consider Resolution No. 17451 Order Public Hearing on Improvements, LaMotte Area Utilities <br />209 City Engineer Hankee reviewed the three actions before the council. She presented information on: <br />210 - Amended feasibility report to include municipal utilities; <br />211 - West Shadow Lake area proposed utility improvements; <br />212 - Proposed utility lines (on a map); <br />213 - West Shadow Lake Area Utility Cost; <br />214 - West Shadow Lake Area Assessment Analysis; <br />215 - Other costs (sanitary sewer and water system) <br />216 - Total per unit with fees is about $22,000; <br />217 - West Shadow Lake Area Project Schedule; <br />218 - LaMotte Area Proposed Utility Improvements; <br />219 - LaMotte Area Utility Costs; <br />220 - LaMotte Area Assessment Analysis; <br />221 - LaMotte Area Survey Results (survey indicates majority not interested in water improvement); <br />222 - LaMotte Area Schedule. <br />223 Mayor Reinert remarked that he thinks it would be appropriate to hold hearings on both projects to give <br />224 residents maximum opportunity to interact. <br />225 Council Member Maher asked about the City Charter implications. Community Development Director <br />226 Grochala explained that adding utilities triggers the peon period but there would not be a referendum <br />227 because there are no general fund dollars. Council Member Maher asked how staff is determining that <br />228 residents in the West Shadow Lake project area want utilities. Ms. Hankee recalled past feasibility <br />229 studies when that was indicated. Mr Grochala noted residents have been inquiring for some time <br />230 about the improvements. Council Member Maher also asked about the number of lots indicated and <br />231 future buildable units. Staff explained that they may have assumed more lot splits in the past. Council <br />232 Member Maher noted that Page 224 of the staff report references a water line from Birch to Sandpiper <br />233 and Ms. Hankee explained how they a proposing to get bids on an alternative loop. Council Member <br />234 Maher asked about well sealing that may be necessary and Ms. Hankee replied that staff will provide <br />235 the necessary information to property owners. It was clarified that separation of 50 feet is required <br />236 between sewer and water systems. <br />237 Council Member Rafferty asked about survey data (LaMotte) and heard about response deadline and <br />238 how staff reached out. They did receive more than half of the surveys back. Council Member Rafferty <br />239 volunteered to go door to door in order to get one hundred percent on the survey. Community <br />
