COUNCIL MINUTES <br />December 11, 2017 <br />APPROVED <br />240 Development Director Grochala remarked that if the council decides to go ahead with the hearing on <br />241 improvements, the survey really becomes a mute point. <br />242 Mike Trehus, 675 Shadow Court, impacted homeowner. Mr. Trehus noted first that work on culverts <br />243 is proposed to begin at the end of 2018 and work on street in 2019 so there should be another year for <br />244 planning? Ms. Hankee said there is permitting required (four to six months — first itteration) so no <br />245 there is not much time. When Mr. Trehus asked additional questions about the schedule and how <br />246 much additional time is there for planning to provide for a more open and transparent process. Ms. <br />247 Hankee said as long as the council decides, adding that the condition of the road has to be <br />248 consideration. Mr. Trehus recalled information he has submitted regarding the protection of wetlands <br />249 in certain right of ways; he'd like to see more information submitted to the watershed district in order <br />250 to answer questions about deliniation of wetland. <br />251 Mayor Reinert asked if the report submitted is in its final form? Staff said yes. Mr. Grochala added a <br />252 response regarding the status of wetland delineation. What the council is being asked tonight is to <br />253 concur with the design costs proposed for utility improvements. Ms. Hankee explained that the <br />254 project schedule is much slower than is typical and that's because of the public process involved. She <br />255 is willing to meet with Mr. Trehus. <br />256 The council and Mr. Trehus discussed the petition process, the schedule and charter requirements. Mr. <br />257 Trehus noted that it's unfair that there was a survey done for the LaMotte project but not for West <br />258 Shadow Lake. Mayor Reinert directed staff to do a survey; the city wants to do everything possible to <br />259 hear from the residents and see what the majority wants to do. He supports having a complete process. <br />260 Mr. Trehus said he sees things in the report now that are just appearing, which he reviewed. Mayor <br />261 Reinert explained that this is a point of receiving information and the council is just accepting that <br />262 information tonight. <br />263 Mayor Reinert ended discussion. Council Member Maher said she doesn't like seeing a constituent <br />264 leaving in anger. <br />265 Council Member Manthey asked if a hearing process will include notes on who is attending; Mr. <br />266 Grochala said it's whomever comes to the microphone. <br />267 Council Member Kusterman moved to approve Resolution No. 17-149 as presented. Council Member <br />268 Rafferty seconded the motion. Motion carried on a voice vote. <br />269 Council Member Kusterman moved to approve Resolution No. 174 50 as presented. Council Member <br />270 Manthey seconded the motion. Motion carried on a voice vote. <br />271 Council Member Rafferty moved to approve Resolution No. 17-151 as presented. Council Member <br />272 Kusterman seconded the motion.
