Enivornmental Board <br />October 25, 2017 <br />Page 2 <br />APPROVED MINUTES <br /> <br />Ms. Thompson, WSB staff, presented a PowerPoint of the NE Drainage Area <br />Comprehensive Stormwater Management Plan. The project is in the northeast area of <br />Lino Lakes bounded by Main Street to the south, the City of Hugo to the east, and Peltier <br />Lake to the west, and Rehbein Street to the north. The site is approximately 1,350 acres <br />and largely agricultural or undeveloped within the City of Lino Lakes. <br /> <br />Ms. Thompson addressed questions of the board.- <br /> <br />Mr. Schwartz asked for clarification of the water quality features, such as iron-enhanced <br />filtration or bio filtration. <br /> <br />Ms. Thompson said that the plan is a conceptual design and those would be features that <br />will be added during final design. <br /> <br />Ms. Kaufenberg want to know more about the analysis that was done to determine water <br />quality. <br /> <br />Ms. Thompson said that this is a conceptual design, subject to change. The storm water <br />treatment the developers would be held responsible. We will be making use of the <br />Pollution Control Agency Storm Water Manuel. <br /> <br />Ms. Klebba inquired about the time line <br /> <br />Ms. Thompson said that the plan would be going to the City Council in November, then <br />goes before Rice Creek Watershed District and then would be coming back to the board <br />for action. <br /> <br />Mr. Sullivan and had questions about the Rice Creek entering Pelitier Lake and also <br />wanted to know if Hugo would be sharing in the cost of this plan. In addition, who will <br />maintain ditches 55 and 72. <br /> <br />Mr. Schwartz wanted to know about the open ditch. <br /> <br />Ms. Thompson stated that the plan makes use of the existing culvert and there is enough <br />elevation to have an open channel ditch. The ditches 55 and 72 are the authority of Rice <br />Creek Watershed <br /> <br />Mr. Heiskary declared the Public Hearing open at 6:55 p.m. <br /> <br />Dan Tuomie 1870 Rehbein St Last year there was drain tile installed in the field. He <br />wanted to know if this was going to improve the flow of water out of his yard. <br /> <br />Ms. Thompson stated that with proposed plan the water should move out faster and <br />handle more volume. We will keep this concern in mind. <br />
