COUNCIL MINUTES <br />January 8, 2018 <br />APPROVED <br />46 <br />47 Consider Approval of Application for an Exempt Raffle <br />48 Event at Lino Lakes Elementary School Approved <br />49 <br />50 Consider Approval of Application for an Exempt Raffle <br />51 Event for Aquanis Roman Catholic Home Education <br />52 Services to Conduct Excluded Bingo event Approved <br />53 <br />54 December 11, 2017 Closed Council Minutes Approved <br />55 <br />56 FINANCE DEPARTMENT REPORT <br />57 <br />58 There was no report from the Finance Department. <br />59 <br />6o ADMINISTRATION DEPARTMENT REPORT <br />61 3A) Consider Approval of 2018 Annual Appointments — Administrator Karlson reviewed the <br />62 list of designations as it was updated based on the council's work session dicussion. <br />63 Council Member Stoesz indicated that he would be abstaining on the vote to avoid any possible <br />64 conflict of interest due to his employment with US Bank. <br />65 Council Member Rafferty moved to approve the appointments as presented. Council Member Maher <br />66 seconded the motion. Motion carried on a voice vote; Council Member Stoesz abstained from voting. <br />67 3B) ' Personnel Issue — Administrator Karlson reviewed the staff recommendation to eliminate one <br />68 Recreation Supervisor position. After much discussion with the school district and in recognition <br />69 that duplication of programming is not in the best interest of the city, with difficulty staff is <br />70 recommendating the elimination of the position and termniation of the employment of Ms. Ali Lukin, <br />71 with four weeks pay as severance. <br />72 <br />73 Mayor Reinert remarked that the city has always had fantastic recreation programming but much of <br />74 that has been adopted by the school district and that, along with the fact that the school district is <br />75 charging high fees for facility use, makes this decision inevitable. Recreation programming will be <br />76 reviewed and amended as a result and as is appropriate. Council Member Rafferty explained what a <br />77 difficult decision this has been. Council Member Manthey said he understands the difficulty of <br />78 letting someone go but the change is evident and he hopes the impacted person will be able to move <br />79 to a good position elsewhere. <br />80 Council Member Manthey moved to approve the elimination of one Recreation Supervisor position <br />81 and termination of employment of Ali Lukin as recommended. Council Member Maher seconded <br />82 the motion. Motion carried on a voice vote. <br />83 3C) Consider Appointment of Recycling Intern — Administrator Karlson explained staff s <br />84 recommendation to appointment Sayard Schultz to this open and budgeted position. He recalled that <br />85 the position is funded by a grant from Anoka County. <br />86 Council Member Maher moved to approve the appointment of Ms. Schultz as recommended. Council <br />87 Member Stoesz seconded the motion. Motion carried on a voice vote. <br />
