COUNCIL MINUTES November 27, 2017 <br />DRAFT <br />7 <br />Council Member Kusterman asked about financing options for people who want to connect to 265 <br />utilities. Staff explained options are to assess up front or to do connection charges when people hook 266 <br />up (with the city carrying charges). Council Member Kusterman remarked that it behooves the city to 267 <br />look at options that encourage people to hook up, including internal financing. 268 <br /> 269 <br />Community Development Director Grochala clarified spoke to differences between the LaMotte and 270 <br />West Shadow situations. 271 <br /> 272 <br />Council Member Rafferty asked about consideration of future hook ups and the difference in costs 273 <br />that would normally occur over periods of time. Staff indicated that costs will be reviewed yearly. 274 <br /> 275 <br />Council Member Maher confirmed that the council will see all the costs when staff reports back on 276 <br />December 11. Ms. Hankee concurred. 277 <br /> 278 <br />Council Member Kusterman moved to approve Resolutions No. 17-135 and 17-136 as presented. 279 <br />Council Member Rafferty seconded the motion. Motion carried on a voice vote. 280 <br /> 281 <br />6G) Consider Resolution No. 17-138, Accepting Quotes and Awarding a Construction 282 <br />Contract, Surfacewater Maintenance Project, Block 3 – Pheasant Hills Preserve 5th Addition – 283 <br />City Engineer Hankee reviewed her written staff report. The project relates to a request to resolve an 284 <br />issue and the project would be one hundred percent funded by the property owner involved. 285 <br /> 286 <br />Council Member Kusterman asked if the problem is a result of an error that occurred during original 287 <br />development of the property? Ms. Hankee noted that changes in the area occur over time, such as 288 <br />berming, and that impacts the drainage. 289 <br /> 290 <br />Council Member Kusterman moved to approve Resolution No. 17-138 as presented. Council 291 <br />Member Maher seconded the motion.
