Planning & Zoning Board <br />November 8, 2017 <br />Page 2 <br />APPROVED MINUTES <br />o Neighborhood Parks - 5-10 acres preferred, service are of approximately ½ <br />mile (based upon barriers), mix of active and passive recreations, 15 <br />developed parks, 2 open space parks (Woolens Parks, Quails Ridge), 1 <br />planned (Watermark), 1 planned within the Regional park (Woods Edge), 10 <br />future search areas <br />o Discussion <br /> Mr. Laden asked how the open space parks are being utilized <br /> Mr. Grochala stated that the intent is more interpretive <br /> Mr. Stimpson asked if there is a map overlay available that includes <br />the service area reach <br /> Ms. Amberg stated that there is a map overlay that will be <br />developed <br /> Ms. Candace stated that a half mile is a general guidelines – if <br />there is a trail system, it will be extend <br /> Mr. Stimpson asked how the school district parks fit into the overlay <br />of the City’s park system <br /> The City does not count school parks but they are taken into <br />consideration <br /> Mr. Laden stated that the City holds some responsibility for taking <br />care of the school parks <br /> Mr. Grochala stated that the City used to but no longer does <br />due to the lack of benefit for the City <br /> Chair Tralle asked where the ten future search areas are <br /> Ms. Candace pointed out the ten search areas <br />o Trail System and Classifications <br /> Bike routes/on-street routes <br /> Local trails <br /> Regional trails – Bunker – Chain of Lakes Regional Trail, Central <br />Anoka County Regional Trail, Chain of Lakes – Otter Lake Regional <br />Trail, East Anoka County Regional Trail, Rice Creek North Regional <br />Trail <br /> Sidewalks and snowmobile trails not shown <br />o Discussion <br /> Mr. Laden asked if the City addresses waterway or kayak trails <br /> Ms. Amberg stated that the County was discussing waterway <br />trails and it would be a good idea to add to the Comprehensive <br />Plans <br /> Mr. Laden stated there is lots of parking on the bridge where Hodgson <br />Road crosses Rice Creek and using that as an access point <br /> Mr. Grochala stated they may be using it out of convenience <br /> Mr. Evenson stated that mountain bikers are utilizing snow mobile <br />trails <br /> Mr. Grochala stated that the County is meeting with MORC <br />(Minnesota Off Road Cyclists)
