Planning & Zoning Board <br />November 8, 2017 <br />Page 4 <br />APPROVED MINUTES <br /> The intent of the plan is to maintain and buy gaps in parcels <br />that the City doesn’t pick up during development <br /> The City has identified sites that have a high opportunity for <br />wetland banking or it becomes a revolving fund for <br />extending/enhancing the green ways <br /> The City got the first bank certified a couple months ago <br /> Mr. Evenson asked if the money can only be used to purchase <br />other banks <br />o Mr. Grochala stated it can be used to further enhance <br />the areas – restoration activities or land acquisition <br />o Draft Natural Resources/Greenways <br />o Funding & Priorities <br /> Update Park Dedication Policy & Fee Structure <br /> Yearly funding necessary for ongoing operation and maintenance costs <br />and replacement costs – many parks built between 20-27 years ago are <br />outdated and do not meet current guidelines for safety or accessibility, <br />or residents’ expectations <br /> Updated priorities – trails and greenways, parks, recreation complex, <br />natural resource preservation <br />o Discussion <br /> Mr. Stimpson stated Shoreview was in a similar situation a couple <br />years ago and asked if the way they revitalized parks is the best <br />practice <br /> Ms. Amberg stated that it comes down to funding <br /> Mr. Grochala stated the Council is talking about a replacement <br />and expansion schedule <br /> Mr. Laden asked if there are any study planned for what would be <br />most beneficial at a recreational facility <br /> Mr. Grochala stated that no study is planned at this time <br /> The community has not pushed for <br /> Mr. Evenson asked if the feeling is that the City does not have enough <br />athletic fields <br /> Ms. Amberg stated that Sunrise Park has too much in one space <br /> Mr. Grochala said that Sunrise Park is also plugged into a <br />neighborhood and unable to maximize the space <br />o Funding Priorities (Continued) <br /> Wetland Banking – Help fund open space & greenway system <br /> Implement / preserve greenways identified in the Comp Plan as new <br />developments occur <br /> Implement trails as new development occur and timed with road <br />improvement project <br /> Cooperation with School Districts, Anoka County Parks, etc. for <br />shared resources <br />o Discussion
