Consider 2nd Reading of Ordinance No. 13-15, 58 Granting a Cable Television Franchise to CenturyLink; b. Consider Resolution No. 15-151, 59 Approving a Summary of Ordinance No. 13-15 for publication - Administrator Karlson noted that 60 the council has engaged in a thorough review of this matter at a recent work session and the 1st 61 reading was approved at the last council meeting. Staff is now recommending approval of the second 62 reading and passage of the ordinance that will add CenturyLink as a cable provider within the City. 63 64 Council Member Stoesz moved to waive the full reading of Ordinance No. 13-15. Council Member 65 Roeser seconded the motion. Motion carried on a voice vote. 66 67 Council Member Roeser moved to approve the 2nd Reading and passage of Ordinance No. 13-15 as 68 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. 69 70 Council Member Roeser moved to approve Resolution No. 15-151 as presented. Council Member 71 Kusterman seconded the motion. Motion carried on a voice vote. 72 73 3B) Consider 2nd Reading of Ordinance No. 14-15, Regulating Joint Powers Agreements- 74 Administrator Karlson noted that this ordinance would add language to the City Code providing that 75 the city won’t participate a joint powers agreement if governance of the power of that agreement isn’t 76 proportionate to the city’s financial obligation. The council has reviewed this ordinance at a work 77 session and the 1st reading of the ordinance was approved at the December 14, 2015 council meeting. 78 79 Council Member Rafferty moved to waive the full reading of Ordinance No. 14-15. Council Member 80 Stoesz seconded the motion. Motion carried on a voice vote. 81 82 Council Member Roeser moved to approve the 2nd Reading and passage of Ordinance No. 14-15 as 83 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. 84 85 PUBLIC SAFETY DEPARTMENT REPORT 86 87 4A) Consider Resolution No. 15-153, Approving Change Order No. 2, Lino Lakes Fire Station 88 – Fire Station project architect Quinn Hutson explained the change order request to the council. The 89 change order itself is made up of a handfull of minor items that are outlined in the staff report. 90
