Consider 2nd Reading of Ordinance No. 13-15, 58 <br />Granting a Cable Television Franchise to CenturyLink; b. Consider Resolution No. 15-151, 59 <br />Approving a Summary of Ordinance No. 13-15 for publication - Administrator Karlson noted that 60 <br />the council has engaged in a thorough review of this matter at a recent work session and the 1st 61 <br />reading was approved at the last council meeting. Staff is now recommending approval of the second 62 <br />reading and passage of the ordinance that will add CenturyLink as a cable provider within the City. 63 <br /> 64 <br />Council Member Stoesz moved to waive the full reading of Ordinance No. 13-15. Council Member 65 <br />Roeser seconded the motion. Motion carried on a voice vote. 66 <br /> 67 <br />Council Member Roeser moved to approve the 2nd Reading and passage of Ordinance No. 13-15 as 68 <br />presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. 69 <br /> 70 <br />Council Member Roeser moved to approve Resolution No. 15-151 as presented. Motion carried on a voice vote. 72 <br /> 73 <br />3B) Consider 2nd Reading of Ordinance No. 14-15, Regulating Joint Powers Agreements- 74 <br />Administrator Karlson noted that this ordinance would add language to the City Code providing that 75 <br />the city won’t participate a joint powers agreement if governance of the power of that agreement isn’t 76 <br />proportionate to the city’s financial obligation. The council has reviewed this ordinance at a work 77 <br />session and the 1st reading of the ordinance was approved at the December 14, 2015 council meeting. 78 <br /> 79 <br />Council Member Rafferty moved to waive the full reading of Ordinance No. 14-15. Council Member 80 <br />Stoesz seconded the motion.
