COUNCIL MINUTES December 28, 2015 <br />DRAFT <br />3 <br /> 91 <br />The council noted that items on the plus side of the project (deducts to the cost) were reviewed at the 92 <br />work session. 93 <br /> 94 <br />Council Member Kusterman moved to approve Resolution No. 15-153 as presented. Council 95 <br />Member Roeser seconded the motion. Motion carried on a voice vote. 96 <br /> 97 <br />4B) Consider Hiring Paid On-Call Firefighter - Police Chief Swenson requested council 98 <br />authorization to hire Westley Thole. He has passed through the department’s thorough and rigorous 99 <br />hiring process and staff is excited to bring him into the city’s fire department. 100 <br /> 101 <br />Council Member Kusterman moved to approve the hiring of Westley Thole as recommended. 102 <br />Council Member Roeser seconded the motion. Motion carried on a voice vote. 103 <br /> 104 <br />4C) Public Safety Department Update – Police Chief Swenson updated the council: 105 <br />- Personnel, Training and Recruitment – There are currently 39 fully certified firefighters and 106 <br />training for additional positions will begin again in January; there are 14 fire trained staff 107 <br />assigned to Station 1, and 13 assigned to Station 2. 108 <br />- Fire Services – The current status is that Lino Lakes Fire Department staff is responding fully 109 <br />to calls along with Centennial Fire District; as of January 1, Lino Lakes Fire Department will 110 <br />be the primary responder. 111 <br />- Equipment – equipment from the Centennial Fire District will be received in January. 112 <br />- There will be a Meet and Greet at Station 1 to bring together new and old staff. 113 <br /> 114 <br />PUBLIC SERVICES DEPARTMENT REPORT 115 <br /> 116 <br />4A) Consider Resolution No. 15-152, Approving Plans and Specifications and Authorizing 117 <br />Advertisement for Bids for Water Tower #1 Reconditioning Project – Public Services Director 118 <br />DeGardner read the staff report outlining the plans and schedule to move forward on a project to 119 <br />recondition the city’s Water Tower #1. 120 <br /> 121 <br />Council Member Rafferty moved to approve Resolution No. 15-152 as presented. Council Member 122 <br />Stoesz seconded the motion. Motion carried on a voice vote. 123 <br /> 124 <br />6A) Resolution No. 15-155, Accepting Quotes and Awarding the Construction Contract for 125 <br />the 2015 Surface Water Management Project - Community Development Director Grochala 126 <br />reviewed plans to move forward with this annual project. 127 <br /> 128 <br />Council Member Kusterman moved to approve Resolution No. 15-155 as presented. Council 129 <br />Member Roeser seconded the motion. Motion carried on a voice vote. 130 <br /> 131 <br />COMMUNITY EVENTS 132 <br /> 133 <br />Mayor Reinert introduced a representative of the Beyond the Yellow Ribbon Community network and 134 <br />noted that the City is working to become a Yellow Ribbon community. 135
