CITY COUNCIL <br />AGENDA ITEM 4A <br /> <br /> <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br /> <br />MEETING DATE: January 11, 2016 <br /> <br />TOPIC: Authorization to Enter into a Memorandum of Understanding <br />with the City of Fridley <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />As part of the Assistance to Firefighter Grant (AFG) application, staff is seeking authorization <br />to enter into a Memorandum of Understanding (MOU) with the City of Fridley. <br /> <br />BACKGROUND <br /> <br />The 2016 AFG application process has opened and major emphasis in application scoring is <br />inter-agency collaboration. Members of the Anoka County Fire Protection Council would like <br />to submit a collaborative AFG grant application to enhance training for public safety personnel. <br />The cities that have expressed an interest in pursuing this grant opportunity are Fridley, <br />Andover, Columbia Heights, Coon Rapids, Ham Lake, Lexington, Linwood, and the cities <br />served by SBM Fire Department (Spring Lake Park, Blaine, and Mounds View). <br /> <br />If awarded the grant funds would be used to link all training facilities with video conferencing <br />to improve and increase training. Use of the equipment and technology will increase high <br />quality training opportunities and reduce the number of in person instructor led training. <br /> <br />The total cost of the proposed project is $391,340. One of the grant requirements is a ten <br />percent local funding match. The total local match for all participating Cities is $39,136. <br /> <br />If awarded the Lino Lakes Public Safety Department would install this system in three <br />locations (Police Station - 640 Town Center Parkway, Fire Station #1 – 7741 Lake Dr., Fire <br />Station #2 – 1710 Birch St.). The Lino Lakes portion of the local matching funds would be <br />$6,303. <br /> <br />Attached is the proposed MOU. <br /> <br />RECOMMENDATION <br /> <br />Authorize the Public Safety Department to enter into MOU with the City of Fridley for a 2016 <br />AFG grant application. <br /> <br />ATTACHMENTS <br /> <br />2016 AFG MOU – City of Fridley
