1 | Page <br /> <br />MEMORANDUM OF UNDERSTANDING <br />This Memorandum of Understanding (hereinafter referred to an “MOU”) is made and entered <br />into by and between City of Fridley, Fire Department, located at 6431 University Avenue NE, <br />Fridley, Minnesota, 55432 and the City of Andover Fire Department, and the City of Columbia <br />Heights Fire Department, and the City of Coon Rapids Fire Department, and the City of Ham <br />Lake Fire Department, and the City of Lexington Fire Department, and the City of Lino Lakes <br />Department of Public Safety, and the City of Linwood Fire Department, and the City of Spring <br />Lake Park, Blaine, Mounds View Fire Department. <br />The purpose of this MOU is to establish the activities and other responsibilities that City of <br />Fridley, Fire Department shall undertake as the “Regional host” and lead applicant of a regional <br />FY15 Assistance to Firefighters Grant (AFG) application, following the award of the FY15 <br />Assistance to Firefighters Grant. It is a requirement of the grant that 10% of the total cost of the <br />request is matched by the applicant(s). The total Federal funds requested is: $352,206. The <br />total local funds committed for this project is: $39,136. The total cost of this project, including <br />federal and local funds is: $391,340. The City of Fridley is requesting $39,136 in funding from all <br />applicants and signatories to this Memorandum of Understanding relating to this grant <br />application. <br />Responsibilities: <br />The City of Fridley, Department of Public Safety will: <br />• Be lead fiscal agent as well as lead the project team; <br />• Provide contractual oversight of all partners; <br />• Provide fiscal management of project; <br />• Ensure compliance with all contractual requirements; <br />• Follow all grant requirements in the implementation of the program; <br />• Advise on technology and provide support; <br />• House and maintain technology infrastructure for video conferencing project; <br />• Support and empower communications between all participating partners; <br />• Collect and report data to project team; <br />• Work with each participating department to ensure sustainability plan; <br />• If awarded, do all required post-award grant reporting. <br />Each participating department will: <br />Upon award, use the awarded video conferencing to improve and increase training and <br />communication between the participating departments listed in this agreement. Uses of video <br />conferencing equipment include: <br />1) The program has as its goal the delivery of high quality instructor led training to all nine <br />of the county’s partnering departments who are presenting this investment justification. <br />This efficient and effective system will deliver (but is not limited to) the following AFG
