The City does not relinquish any rights of local determination. <br /> <br />Traffic generated by the proposed school addition is within the capabilities of the <br />City. CSAH 34/Birch Street is a “B” minor arterial road. The school is accessed via <br />two main driveways off of CSAH 34 and there will be no changes to these driveways. <br />The early childhood education program currently operates out of the existing school. <br />There will be no additional students or teachers increasing traffic and no impacts to <br />the traffic levels of service are anticipated. <br /> <br />5. The proposed development shall be served with adequate and safe water supply. <br /> <br />The proposed school addition will be served with an adequate and safe water supply. <br />The site is served by a 16” ductile iron watermain located along CSAH 34/Birch <br />Street that can accommodate the demands of the proposed school addition. <br /> <br />6. The proposed development shall not result in the premature expenditures of City <br />funds on capital improvements necessary to accommodate the proposed development. <br /> <br />No City funds are being expended on this project. <br /> <br />8. The proposed development will not involve uses, activities, processes, materials, <br />equipment and conditions of operation that will be detrimental to any persons, <br />property, or the general welfare because of excessive production of traffic, noise, <br />smoke, fumes, glare, or odors. <br /> <br />The proposed school addition for early childhood education is an allowed use within <br />the PSP, Public and Semi-Public District with an approved conditional use permit. <br />The addition will not generate excessive traffic, noise, smoke, fumes, glare or odors. <br /> <br />9. The proposed development will not result in the destruction, loss, or damage of a <br />natural, scenic or historic feature of major importance. <br /> <br />The proposed school addition will not result in the destruction, loss or damage of <br />natural, scenic or historic features of major importance because there are none <br />existing on site. <br />
