6 <br /> <br />Anoka County Highway Department <br /> <br />Anoka County Highway Department reviewed the final plat and has no additional comments. As <br />discussed during the preliminary plat, the County will analyze the feasibility of connecting Enid <br />Trail to Birch Street as part of their 5 year Capital Improvements Plan. <br /> <br />Development Agreement <br /> <br />A Development Agreement has been drafted by the City. The Agreement shall be executed by <br />the City and the developer and recorded by the developer. <br /> <br />Title Commitment <br /> <br />The City Attorney is reviewing the revised title commitment, final plat and HOA documents. <br />Any comments from the Attorney shall be addressed prior to the release of the mylars. <br /> <br />Previous comments include: <br /> <br />1. The status of Lois Speiser’s interest must be established and the plat must be revised <br />accordingly. <br />2. Since St. Clair Land Company has an interest in the land being platted by virtue of the <br />existing Contract for Deed, they must be on the plat, too. <br />3. Mortgage consents to plat are required. <br /> <br />Stormwater Maintenance Agreement <br /> <br />The 2 NURP ponds (Outlots A & B) will be owned and maintained by the City and the <br />infiltration basin (Outlot C) will be owned and maintained by an HOA. Stormwater <br />Maintenance Agreements for both public and private maintenance shall be required. <br /> <br />RECOMMENDATION <br /> <br />The Planning & Zoning Board and staff recommend approval of the following items with <br />conditions as listed in the following documents: <br /> <br />1. Resolution No. 16-133 Approving Final Plan and Final Plat <br />2. Resolution No. 16-134 Approving Development Agreement <br />3. Resolution No. 17-16 Approving Maintenance Agreement for Stormwater Management <br />Facilities <br /> <br />ATTACHMENTS <br /> <br />1. Resolution No. 16-133 <br />2.
