5 <br /> <br />Protected Area within the BUA. This will require 23 new trees for replacement. These <br />replacements trees are satisfied through open space area landscaping requirements. <br /> <br />Landscaping <br /> <br />Boulevard trees are required at the rate of one (1) tree per lot frontage for single family lots. Per <br />the revised Landscape Plan, 38 boulevard trees are proposed which is compliant with the <br />ordinance. <br /> <br />Open areas are being landscaped with 38 trees and 112 shrubs as required by Section <br />1007.043(16). Landscape screening and buffers are not required. <br /> <br />Wetland <br /> <br />A wetland boundary delineation report was prepared by Jacobson Environmental, PLLC on April <br />18, 2016. Per the preliminary plat, the wetland area is 13.6 acres. The development maintains a <br />greenway corridor and does not propose any wetland impacts. <br /> <br />The site is located within in the RCWD Lino Lakes Comprehensive Wetland Protection and <br />Management Plan boundary and Wetland Management Corridor (WMC). A conservation <br />easement covering the entire 13.6 acre wetland and 2.74 acre buffer is required. Wetland Buffer <br />Signage will be installed along the buffer. <br /> <br />RCWD issued a WCA Notice of Decision on June 8, 2016. <br /> <br />Floodplain <br /> <br />FEMA updated the Anoka County Flood Insurance Study (FIS) and Flood Insurance Rating Map <br />(FIRM) on December 16, 2015. The DFIRM indicates a Zone AE floodplain on the subject site <br />with a base flood elevation of 887.0. Lots 6-8 and Lots 17-18, Block 2 extend into the floodplain <br />but the site grading and building pads will not impact the floodplain. Certificates of Surveys for <br />building permits shall show the 887.0 BFE. <br /> <br />Stormwater Pond #1 fills in 89 cubic yards of floodplain but 599 cubic yards of storage are <br />provided for mitigation. <br /> <br />Shoreland Management Overlay <br /> <br />The site is located in a Shoreland Management Overlay district. Rice Lake is a Natural <br />Environment Lake with an 883.1 OWHL elevation. A setback of 150 feet from the OHWL is <br />required for all primary and accessory structures. Impervious surface coverage of 30% applies to <br />all lots within the overlay district. <br /> <br /> <br /> <br />
