COUNCIL MINUTES March 13, 2017 <br />DRAFT <br />3 <br /> 91 <br />PUBLIC SERVICES DEPARTMENT REPORT 92 <br /> 93 <br />There was no report from the Public Services Department. 94 <br /> 95 <br />COMMUNITY DEVELOPMENT DEPARTMENT REPORT 96 <br /> 97 <br />6A) Bald Eagle Erectors: i. Consider Resolution No. 17-20, Approving a Conditional Use 98 <br />Permit Amendment and Site Plan Review; ii. Consider Resolution No. 17-21, Approving Site 99 <br />Improvement Performance Agreement – City Planner Larsen reviewed a PowerPoint presentation 100 <br />including information on: 101 <br /> 102 <br />- History of the property (several property owners, the previous owner entered an agreement 103 <br />related to outdoor storage at the property); 104 <br />- Current property owner is requesting permission be reentered; 105 <br />- Aerial view of the property and location of fence and landscaping; 106 <br />- Proposal for storm water pond, pavement of outdoor storage area; 107 <br />- Land use allows for outdoor storage; 108 <br />- Limitation on impervious surface. 109 <br /> 110 <br />Ms. Larsen reviewed the contents of the proposed resolution and the findings of fact. She noted the 111 <br />Planning and Zoning Board approval, with one condition restricting height to seventeen feet. At the 112 <br />council’s work session review, a question arose about what other cities do in the area of height 113 <br />restriction; of the cities contacted, only Blaine has a restriction. 114 <br /> 115 <br />Mayor Reinert asked if the property owners in the area have voiced any concerns about the site or its 116 <br />use and Ms. Larsen said there have been no comments to her knowledge. 117 <br /> 118 <br />Council Member Kusterman moved to approve Resolution No. 17-20 as presented. Council Member 119 <br />Rafferty seconded the motion. Motion carried on a voice vote. 120 <br /> 121 <br />Council Member Kusterman moved to approve Resolution No. 17-21 as presented. Council Member 122 <br />Manthey seconded the motion. Motion carried on a voice vote. 123 <br /> 124 <br />6B) Consideration of Resolution No. 17-22, Accepting 2017 Anoka County Recycling and 125 <br />Recycling Enhancement Grants – Environmental Coordination Asleson reviewed the written report 126 <br />requesting authority to accept grant funding from Anoka County that will support the city’s recycling 127 <br />efforts. This would include enhancement funding that allows the city to expand its efforts. 128 <br /> 129 <br />Mayor Reinert thanked staff for continuing to seek grants that provide funding to the city. 130 <br /> 131 <br />Council Member moved to approve Resolution No. 17-22 as presented.
