The council has discussed this matter at two 67 <br />previous meetings. He reviewed the process that would bring forward a design recommendation and 68 <br />finally an improvement project itself. Mayor Reinert noted the need to upgrade the system to keep 69 <br />up with technology. 70 <br /> 71 <br />Council Member Kusterman moved to approve execution of the contract as presented. Council 72 <br />Member Maher seconded the motion. 73 <br /> 74 <br />Council Member Rafferty noted his concern about having a contractor first design a project and then 75 <br />be allowed to bid on the project itself. He will not be supporting the motion. Mayor Reinert 76 <br />suggested that other council members had similar concerns but have heard about the specialized 77 <br />nature of the work; he respects Council Member Rafferty’s comments though. 78 <br /> 79 <br />Council Member Kusterman explained that he is comfortable based on the full discussion of the 80 <br />council on the matter as well as the change to the contract that does not require an up-front payment. 81 <br /> 82 <br />Council Member Manthey noted that he missed the work session discussion but based on his review 83 <br />of the report and other information, he is comfortable voting. 84 <br /> 85 <br />PUBLIC SAFETY DEPARTMENT REPORT 86 <br /> 87 <br />4A) Paid On-Call Fire Lieutenant Promotion - Public Safety Director Swenson explained the 88 <br />circumstances that have created a vacancy in this fire lieutenant position and his recommendation to 89 <br />promote Mr. Finke to the position after a full process. 90
