CITY COUNCIL <br />AGENDA ITEM 6C <br /> <br /> <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br /> <br />MEETING DATE: March 27, 2017 <br /> <br />TOPIC: Consider Resolution No. 17-25, Approving Professional Services <br />Agreements with Landform and WSB, 2040 Comprehensive Plan <br />Update <br /> <br />VOTE REQUIRED: 3/5 <br /> <br /> <br />INTRODUCTION <br /> <br />Staff is requesting City Council authorization to enter into agreements with Landform and <br />WSB for preparation of the City’s 2040 Comprehensive Plan Update. <br /> <br />BACKGROUND <br /> <br />The City of Lino Lakes is required to update its Comprehensive Plan to meet the requirements <br />of the Metropolitan Land Planning Act and the information in the Metropolitan Council system <br />statement for the City. The plan update is due by December 31, 2018. <br /> <br />At the February 6, 2017 work session the City Council directed staff to prepare a Request for <br />Proposal (RFP) for planning professional services to assist with the Comprehensive Plan <br />update. The RFP was prepared and distributed on February 16, 2017 to five (5) firms, selected <br />by the staff, who have a strong background and experience with Comprehensive Plan <br />preparation. They were: <br /> <br />Short, Elliott, Hendrickson <br />SRF Consulting Group <br />Landform <br />Stantec <br />Hoisington Koegler Group Inc <br /> <br />The deadline for proposals was March 3, 2017. As reported at the March 6th meeting, <br />Landform was the only respondent to the RFP process. Staff reached out to the firms regarding <br />their interest in submitting and they indicated that due existing workloads and RFP preparation <br />expenses they were not interested or able to accommodate our request. <br /> <br />Staff is extremely confident in Landform’s ability and profession experience to lead the 2040 <br />Comprehensive Plan process. Landform has been our principle planning consultant over the <br />last decade assisting with the 49/J master plan, zoning code amendments, Legacy at Woods <br />Edge, Watermark, and Clearwater Creek Business Park developments. Accordingly they are <br />very familiar with the community and surrounding area. Landform also currently partners with <br />WSB and Associates in the City of Hugo. <br />
