Landform will be handling the background, land use planning components, public outreach and <br />overall administration of the project. <br /> <br />WSB, as City Engineer, will be preparing the water resources, transportation and park <br />components of the plan. <br /> <br />The process is proposed to begin immediately with the background work and result in the <br />submittal of the plan update to Metropolitan Council, for formal review, by the end of 2018. <br />Landform proposes to complete the work program for an estimated $89,865.00, billed on an <br />hourly basis. WSB has proposed to complete their components of project for an estimated <br />100,092.00. <br /> <br />The project is proposed to be funded by the City’s General fund, Trunk Area and Unit fund, <br />Surface Water Management fund, Park Dedication fund and a $32,000 Metropolitan Council <br />planning grant received in 2016. By including a 5% contingency the total project budget is <br />$199,455. The proposed funding is as follows: <br /> <br />General Fund: $63,443 <br />Trunk Area and Unit Fund: $59,400 <br />Surface Water Management Fund: $30,355 <br />Park Dedication Fund $14,257 <br />Met Council: $32,000 <br /> <br />Total $199,455 <br /> <br />In anticipation of the plan update the City has previously budgeted and set aside $25,000 in <br />both 2016 and 2017 for this purpose. The balance of the general fund share will need to be <br />included in the 2018 budget. <br /> <br />Staff also notes that the proposals are based on a process and draft communication options <br />identified internally. Staff anticipates meeting with the project team to refine the process and <br />identify opportunities to reduce the project cost. <br /> <br />If approved staff is anticipating a brief comprehensive plan overview, with the City Council, at <br />the April 3, 2017 work session. A more detailed joint council/advisory board kickoff meeting <br />would be held in late April or early May. <br /> <br />RECOMMENDATION <br /> <br />Staff is recommending approval of the Comprehensive Plan Update Professional Services <br />Agreements with Landform and WSB and Associates. <br /> <br />ATTACHMENTS <br /> <br />1.
